During the meeting, nine voters registered to speak on issues such as disaster prevention, transportation infrastructure, tax inadequacies, policies for fishermen, social housing, and difficulties in implementing a two-tiered local government system.

Voter Mai Tan Hao, Head of the Front Committee of Residential Area 17 Xuan Ha, Thanh Khe Ward (Da Nang City), raised the issue of many citizens and organizations receiving inaccurate tax debt notices. According to Mr. Mai Tan Hao, the main reasons are errors in data updates by tax authorities or the misuse of personal information by unscrupulous individuals for business registration, leading to many people being unfairly charged taxes, affecting their reputation and honor. Mr. Hao suggested that tax authorities should conduct a verification process with taxpayers before issuing notices to ensure accuracy and prevent infringement of citizens' legitimate rights and interests.
Regarding the Personal Income Tax Law, voter Mai Tan Hao argued that many current regulations are not realistic. “The deduction for dependents of 4.4 million VND/month is too low. Furthermore, Mr. Mai Tan Hao pointed out the absurdity of the law only allowing amendments when prices increase by 20%, while the costs of electricity, water, gasoline, and food increase in small increments, burdening workers with additional expenses without compensation. In addition, the lack of differentiation in deduction levels between urban and rural areas is also unfair.”

Responding at the conference, Mr. Pham Duc An, Chairman of the Da Nang City People's Committee, said that there have been cases where some individuals are listed as owing taxes even though they do not actually owe any, possibly due to operational errors or impersonation during business establishment. Da Nang City will propose that the tax authorities review, rectify, and implement stricter regulations to avoid causing inconvenience to the people.
Regarding personal income tax and family allowance deductions, Mr. Pham Duc An also acknowledged many inconsistencies, especially given the significant difference in living costs between urban and rural areas. In urban areas, expenses are much higher, but current deduction regulations are applied uniformly, leading to a feeling of unfairness. However, classifying specific areas is difficult, so for now, localities will propose to the Ministry of Finance and the law-making body to study a more appropriate solution.
In addition, Mr. Pham Duc An also addressed tax management for business registration activities, affirming that the city will closely coordinate to prevent the exploitation of loopholes to establish "fictitious" businesses, causing management disruption.
