Kinhtedothi - On the morning of December 2, Deputy Secretary of the City Party Committee, Chairman of the People's Council, Deputy Head of the National Assembly Delegation of Hanoi City Nguyen Ngoc Tuan and National Assembly deputies (Election Unit No. 3) met with voters and reported the results of the 8th Session of the 15th National Assembly.
Proposing the National Assembly to strengthen supervision of waste prevention and control
The voter meeting was held online from the main Thanh Xuan district bridge to Cau Giay, Nam Tu Liem districts and 29 wards.
At the meeting with voters, National Assembly deputies informed voters about the results of the 8th session of the 15th National Assembly and the results of handling voters' opinions and recommendations at previous sessions.
Giving opinions at the meeting of the National Assembly Delegation of Hanoi, voters of the three districts of Thanh Xuan, Cau Giay, and Nam Tu Liem assessed that, through following the session, they saw that the National Assembly deputies had upheld their sense of responsibility, analyzed and thoroughly discussed major and important issues - especially the newly proposed policies; at the same time, they contributed many profound opinions for research agencies to absorb, ensuring full and timely institutionalization of the Central Committee's resolutions.
Voters acknowledged and highly appreciated the determination, efforts, close, timely and effective coordination between the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and other agencies in carefully and qualitatively preparing each content of the session.
Many draft laws passed at the session have a profound and direct impact on people's rights, such as: Law amending and supplementing a number of articles of the Law on Health Insurance, Law on Employment; Law on Prevention and Combat of Human Trafficking; Law on Fire Prevention, Fighting and Rescue; Law on Special Consumption Tax (amended); Law on Value Added Tax; Law on Corporate Income Tax (amended)...
Voters expect the North-South high-speed railway to help connect the two ends of the country closer together. People from the provinces can go to work in Hanoi without having to buy a house, reducing pressure on large cities.
Voters also recommended that the National Assembly should summarize and evaluate the effectiveness and efficiency of law enforcement in life; fully evaluate the advantages, limitations, and obstacles of the laws, ensuring feasibility when put into practice. At the same time, voters recommended that the National Assembly strengthen supervision of the implementation of the policy of preventing and combating waste, because in reality, there are still many projects suspended for decades; public headquarters of ministries, branches, and units after mergers and new headquarters are built, abandoned or used for the wrong purpose; cultural works, parks, apartment buildings, land leases, and unauthorized land use are slow to be handled; projects are left unused for too long, causing waste to the State budget and causing difficulties for people in the planning area...
Voters of Thanh Xuan district expressed their hope that the new Laws, especially the Capital Law, which will take effect on January 1, 2025, will soon come into effect, creating a breakthrough mechanism for the capital city of Hanoi to develop in the new era - the era of national growth.
Welcoming and highly appreciating the City People's Council at the recent thematic session for promptly passing resolutions to specify a number of provisions of the Capital Law, voters said that this is an important condition to properly perform the role and position of the City People's Council - the State power agency in the locality. Voters recommended that the Government and the Prime Minister promptly issue Decrees and regulations within their authority in a synchronous manner to effectively implement the Capital Law...
Review planning and pending projects to resolve
Speaking at the meeting with voters, Deputy Head of the Hanoi National Assembly Delegation Nguyen Ngoc Tuan acknowledged and accepted voters' valid opinions on the activities of the National Assembly. This shows that the activities of the National Assembly and the City People's Council are always widespread and are followed and supervised by voters.
The Deputy Head of the Hanoi National Assembly Delegation also acknowledged the opinions of voters, to convey to the National Assembly, the Government, ministries and branches to soon have solutions to transform suspended projects into useful projects; strengthen supervision from the beginning of key projects to ensure progress, prevent waste and negativity.
Reiterating the issues that General Secretary To Lam emphasized at the recent meeting with the Standing Committee of the Hanoi Party Committee, in which the General Secretary paid great attention to resolving voters' petitions, Chairman of the City People's Council Nguyen Ngoc Tuan said that in the coming time, voters' opinions sent to the National Assembly agencies will continue to be paid attention to by the City's National Assembly Delegation, and conveyed so that the agencies can respond and resolve them thoroughly. With unclear responses, National Assembly deputies will continue to monitor and supervise so that the Central agencies can respond satisfactorily to the people.
Regarding some specific issues raised by voters of 3 districts, recommendations related to apartment management, land, planning, traffic, environmental pollution treatment, wastewater, waste, suspended projects, saving and preventing waste... Chairman of the City People's Council Nguyen Ngoc Tuan requested departments and branches in the city to review and compare the implementation of tasks according to their functions and authority. If there are any problems during the implementation process, if there are any suggestions, the city will accompany and resolve them to achieve efficiency.
Informing voters about the results of the 8th session of the National Assembly, Chairman of the City People's Council Nguyen Ngoc Tuan said that the session passed many important laws and resolutions of the country, so agencies urgently deployed tasks to bring laws and resolutions into life.
Regarding voters' recommendations to the Government to soon issue resolutions to implement the Capital Law, Chairman of the City People's Council Nguyen Ngoc Tuan said that the process of building the Law was very elaborate, approved by the National Assembly with 7 chapters, 54 articles related to the urban government model and 9 groups of policy mechanisms...
Recently, at the special session of the City People's Council, 11 resolutions were passed to implement the Law on the Capital; it is expected that at the end of the year session, the City People's Council will continue to pass specific contents to implement the Law on the Capital. With the contents of regulations under the authority of the Government, the City has proposed that the Central agencies advise the Government to soon issue the contents and implement the Law to ensure effective implementation of the Law on the Capital.
Chairman of the City People's Council Nguyen Ngoc Tuan affirmed that the National Assembly delegates of constituency No. 3 always accompany, listen to, and fully absorb voters' opinions to send to the authorities for response and resolution.
