Kinhtedothi - On the morning of December 2nd, Nguyen Ngoc Tuan, Deputy Secretary of the Hanoi City Party Committee, Chairman of the Hanoi People's Council, and Deputy Head of the Hanoi City National Assembly Delegation, along with other National Assembly delegates (Constituency No. 3), met with constituents to report on the results of the 8th Session of the 15th National Assembly.
Propose that the National Assembly strengthen its oversight of waste prevention and control.
The voter outreach event was held online, connecting the main venue in Thanh Xuan district with venues in Cau Giay and Nam Tu Liem districts, and 29 wards.
During the meeting with constituents, National Assembly representatives informed voters about the results of the 8th session of the 15th National Assembly and the results of addressing voters' opinions and recommendations from previous sessions.
Speaking at a meeting with constituents of the Hanoi City National Assembly Delegation, voters from Thanh Xuan, Cau Giay, and Nam Tu Liem districts assessed that, after following the session, they found that the National Assembly representatives had demonstrated a high sense of responsibility, thoroughly analyzing and discussing major and important issues - especially the newly proposed policies; and at the same time, contributing many insightful opinions for research agencies to incorporate, ensuring the full and timely institutionalization of the Central Committee's resolutions.
Voters acknowledge and highly appreciate the determination, efforts, close coordination, timeliness, and effectiveness among the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy , and other agencies in meticulously and effectively preparing each item of the session.
Many draft laws passed at the session have a profound and direct impact on the rights and interests of the people, such as: the Law amending and supplementing a number of articles of the Health Insurance Law, the Employment Law; the Law on Prevention and Combat of Human Trafficking; the Law on Fire Prevention, Fighting and Rescue; the Law on Special Consumption Tax (amended); the Law on Value Added Tax; the Law on Corporate Income Tax (amended)...
Voters expect the North-South high-speed railway to connect the two ends of the country more closely. People in the provinces can commute to work in Hanoi without having to buy a house, reducing pressure on major cities.
Voters also suggested that the National Assembly should conduct a comprehensive review and evaluation of the effectiveness and efficiency of law enforcement in daily life; fully assess the advantages, limitations, and obstacles of laws, ensuring their feasibility when implemented. At the same time, voters suggested that the National Assembly strengthen its oversight of the implementation of policies to prevent and combat waste, as many projects remain stalled for decades; public offices of ministries and agencies, after mergers and the construction of new headquarters, are left vacant or used improperly; cultural facilities, parks, apartment buildings, land leases, and land use projects are slow to be processed; and projects remain unused for too long, causing waste of state budget and difficulties for people in planned areas...
Voters in Thanh Xuan district expressed their desire for the new laws, especially the Law on the Capital City, which will come into effect on January 1, 2025, to be implemented soon, creating a breakthrough mechanism for Hanoi's development in the new era – the era of national progress.
Voters highly appreciate and welcome the Hanoi People's Council's timely adoption of resolutions at its recent special session to concretize some provisions of the Law on the Capital City. They believe this is an important condition for fulfilling the role and position of the Hanoi People's Council - a local state power body. Voters suggest that the Government and the Prime Minister promptly issue decrees and regulations within their authority to ensure the effective implementation of the Law on the Capital City...
Review planning and stalled projects to resolve issues.
Speaking at a meeting with constituents, Deputy Head of the Hanoi City National Assembly Delegation Nguyen Ngoc Tuan acknowledged and accepted the valid opinions of voters regarding the activities of the National Assembly. This shows that the activities of the National Assembly and the Hanoi City People's Council are always widely disseminated and monitored by voters.
The Deputy Head of the Hanoi City National Assembly Delegation also acknowledged the voters' opinions, intending to convey them to the National Assembly, the Government, and relevant ministries and agencies so that solutions can be implemented to transform stalled projects into useful ones; and to strengthen supervision from the outset of key projects to ensure timely completion and prevent waste and corruption.
Reiterating the issues emphasized by General Secretary To Lam at the recent working session with the Standing Committee of the Hanoi City Party Committee, in which the General Secretary was very concerned about resolving voters' petitions, Chairman of the Hanoi City People's Council Nguyen Ngoc Tuan said that in the future, the opinions of voters sent to the National Assembly's agencies will continue to be considered and conveyed by the Hanoi City National Assembly delegation so that the agencies can respond and resolve them thoroughly. For unclear responses, the National Assembly representatives will continue to monitor and supervise to ensure that central agencies provide satisfactory answers to the people.
Regarding specific issues raised by voters in the three districts, including recommendations related to apartment building management, land use, planning, transportation, environmental pollution control, wastewater, waste management, stalled projects, and saving resources to combat waste, the Chairman of the City People's Council, Nguyen Ngoc Tuan, requested that relevant departments and agencies review and compare the implementation of their assigned tasks according to their functions and authority. If any obstacles are encountered during implementation, proposals should be submitted, and the city will work together to resolve them effectively.
Providing further information to voters on the results of the 8th session of the National Assembly, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that the session had passed many important laws and resolutions of the country, therefore agencies should urgently implement tasks to bring the laws and resolutions into practice.
Regarding voters' requests to the Government to promptly issue resolutions implementing the Law on the Capital City, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that the process of drafting the Law was very elaborate, and it was passed by the National Assembly with 7 chapters and 54 articles related to the urban government model and 9 groups of mechanisms and policies...
Recently, at a special session, the Hanoi People's Council passed 11 resolutions implementing the Law on the Capital City; it is expected that at the end-of-year session, the People's Council will continue to approve specific provisions of the Law on the Capital City. Regarding provisions falling under the authority of the Government, the city has proposed that central agencies advise the Government to promptly issue and implement the Law to ensure its effective enforcement.
Chairman of the Hanoi People's Council Nguyen Ngoc Tuan affirmed that the National Assembly representatives from electoral district No. 3 always stand by, listen to, and fully absorb the opinions of voters to forward them to relevant agencies for response and resolution.
