In order to enhance the dissemination of information on industrial promotion policies, and to share experiences and typical production models of rural industrial enterprises with a wide range of people, businesses, and production and business establishments, the Quang Tri Industrial Promotion and Development Consulting Center has proactively developed and implemented information and communication activities through various forms over the years. This has contributed to raising awareness among people and businesses regarding access to support funds from the industrial promotion program.

Government Decree No. 45/2012/ND-CP on industrial promotion, issued on May 21, 2012, stipulates policies to encourage and support organizations and individuals participating in the development of rural industrial production and the application of cleaner production in industry. Immediately after the decree was issued, industrial promotion activities received attention from various sectors and levels of government. The guidance and implementation of the decree have brought new vitality to the development of rural industries during the period of industrialization and modernization of the country.

In particular, the Government's decree on industrial promotion has also stipulated policies to encourage and support organizations and individuals participating in the development of rural industrial production, prioritizing programs and projects implemented in areas with difficult and extremely difficult socio -economic conditions; communes included in the National Target Program for New Rural Development; mountainous, island, and border districts; ethnic minority areas; and poor districts... aiming to create more jobs and increase income for people in rural and mountainous areas. This will promote the development of services and reduce the socio-economic development gap between urban and rural areas.

Previously, the implementation of industrial promotion policies in the province faced many difficulties due to a lack of emphasis on information dissemination and communication. Some organizations and individuals did not grasp the needs, content, purpose, and significance of the industrial promotion program, making it difficult to guide and implement the program at the grassroots level.

On the other hand, most handicraft production facilities in the province operate on a small and medium scale, so the owners focus solely on production without investing in advanced machinery and technology to improve product quality.

In particular, many businesses lack information, especially information about support policies to alleviate the financial burden of investing in their units. Recognizing these limitations, the Provincial Center for Industrial Promotion and Development Consulting has identified information dissemination as a crucial role in encouraging the development of rural industries.

Accordingly, the dissemination of information on industrial promotion policies and support programs to encourage the development of industry and small-scale handicrafts has been emphasized through various forms such as: posting the latest information on industrial promotion activities and industrial development consulting, energy saving, and policies supporting the development of rural industries on the provincial IOC website, the Department of Industry and Trade, and the Provincial Center for Industrial Promotion and Development; strengthening the promotion of typical rural industrial products; coordinating with Quang Tri Radio and Television Station to produce television programs and publish the Quang Tri Industry and Trade journal periodically; organizing workshops and training courses in localities... so that rural industrial establishments can grasp information promptly and register to participate.

This helps rural industrial enterprises understand the new policies and mechanisms of the Party and State related to encouraging the development of rural industries, and the priority sectors and industries that benefit from industrial promotion policies.

From there, they proactively access state-supported capital to improve management capacity and skills, boldly invest in advanced machinery and equipment, apply new technologies to production and business, expand production scale, create jobs for rural workers, and increase income for workers.

As a business that has access to information about industrial promotion policies and has benefited from national industrial promotion funding totaling 300 million VND to invest in machinery and expand its factory for producing cardboard packaging and 3-5-7 layer corrugated paperboard (A, B, C, E) to serve multi-industry manufacturing businesses, Mr. Nguyen Sy Thang, Director of Quang Tri Cardboard Packaging Joint Stock Company (Hai Le Industrial Cluster, Quang Tri town), happily stated: “Although we have only been officially operating for over a year, the company has built a reputation and our products have gained a certain foothold in the market, becoming one of the typical rural industrial products at the provincial level in 2024. Besides the efforts of the company, this achievement is also thanks to the attention and support of departments, agencies, and local authorities in providing specific information and disseminating current industrial promotion policies and funding sources, while also creating conditions for businesses to benefit from preferential policies of the State.” water, reduced land rent, expanded connections to markets for product consumption, etc.

Evaluating the effectiveness of the industrial promotion program over the past 20 years, Nguyen Truong Hoan, Director of the Provincial Industrial Promotion and Development Consulting Center, emphasized that industrial promotion activities in the province have increasingly affirmed their important role in motivating and encouraging all economic sectors to participate in investing in the development of rural industries, bringing significant socio-economic benefits, contributing to the shift in the economic and labor structure in rural areas towards industrialization and modernization, and building new rural areas.

Over the past 20 years, industrial promotion activities have increasingly affirmed their role and position, strengthening the close relationship between businesses, production facilities, and state management agencies. During the period 2004-2023, the provincial and national industrial promotion budgets totaled over 48.8 billion VND, including over 29.4 billion VND from the provincial industrial promotion budget and nearly 19.4 billion VND from the national industrial promotion budget.

In particular, through various forms of propaganda, focusing on key contents such as: disseminating information about the province's industrial development; publicizing new mechanisms and policies related to industry and industrial promotion; successful production and business models; introducing and promoting products of rural industrial establishments... has created consensus among all levels and sectors regarding the role and importance of industrial promotion for the development of rural industries in the current period.
