Da Nang issues dispatch to respond to storm KALMAEGI, cold air and floods

Floods continue to develop complicatedly

According to the People's Committee of Da Nang City, last week, from the afternoon of October 25 to the afternoon of October 31, heavy to very heavy rains occurred in many localities in the city, with total rainfall in many localities exceeding 1,000mm.

Prolonged heavy rains have caused serious landslides in many mountainous areas, damaged many traffic routes, isolated many residential areas, and forced dozens of households to evacuate urgently; in the midland and downstream delta areas of Thu Bon, Vu Gia, and Tam Ky rivers, water levels on rivers exceeded alert level III, causing widespread flooding; natural disasters have caused heavy damage to many communes and wards in Da Nang City.

Faced with severe damage caused by rain and floods, the city is making efforts to organize repairs to soon stabilize people's lives and traffic.

According to the forecast of the Central Hydrometeorological Station, today, November 3, the cold air continues to strengthen and will affect Da Nang City. Due to the influence of the strengthening cold air combined with disturbances in the high-altitude East wind zone, from now (November 3) until the end of the night of November 4, in the communes and wards in the northern part of the city, there will be moderate rain, heavy rain to very heavy rain with common rainfall of 120-280mm, some places over 350mm; in the communes and wards in the southern part, there will be heavy rain, very heavy rain and thunderstorms with common rainfall of 150-300mm, some places over 400mm, during thunderstorms, it is necessary to be on guard against lightning, hail and strong gusts of wind, heavy rain with an intensity of over 150mm/3 hours.

Currently, the flood on Vu Gia - Thu Bon River and Tam Ky River is rising rapidly. It is forecasted that the flood on Vu Gia - Thu Bon River will continue to rise, then peak, the flood peak on Vu Gia River at Ai Nghia is 0.7-0.8m above alert level 3, on Thu Bon River at Cau Lau and Hoi An is 0.3-0.4m above alert level 3. Tam Ky River is at level equivalent to alert level 3. In the next 12-24 hours, the flood on Vu Gia - Thu Bon River will continue to remain at levels above and below alert level 3; Han River and Tam Ky River will be at alert level 2.

In addition, there is currently an active storm in the sea east of the central Philippines, internationally named Kalmaegi. It is forecasted that by November 5, storm Kalmaegi will enter the East Sea.

Urgent focus on repairing damage

Faced with complicated weather and natural disasters, the Chairman of the City People's Committee requested agencies, units and localities in the area to thoroughly grasp and continue to implement the direction of the Chairman of the City People's Committee (in Official Dispatch No. 3370 dated October 30) on focusing on overcoming damage caused by heavy rain and responding to weather trends from now until the end of 2025 and implementing Official Dispatch No. 204/CD-TTg dated October 31, 2025 of the Prime Minister and related directives.

On November 3, the Chairman of the People's Committee of Da Nang City approved a targeted supplement of VND 210 billion from the city budget to 72 communes and wards to provide emergency support to overcome the consequences of natural disasters (phase 1), promptly repair essential infrastructure works after floods, and soon stabilize people's lives.

Previously, on November 1, Prime Minister Pham Minh Chinh signed Decision No. 2427/QD-TTg on providing emergency support of VND100 billion to Da Nang City to meet immediate urgent needs and stabilize people's lives after floods.

Organize appropriate environmental sanitation work to prevent epidemics; propagate and instruct people not to be subjective when cleaning up after the flood recedes, to avoid loss of life. Proactively visit and encourage families with victims caused by natural disasters; promptly count the initial damage to organize recovery and support people, quickly stabilize their lives and activities.

The Department of Construction continues to organize the repair of landslides and silting up of traffic routes; prepares forces, vehicles, and spare materials to serve the repair of traffic works, ensures traffic safety, and promptly directs the handling of landslides on traffic routes.

The Department of Industry and Trade reviews and prepares food, drinking water, fuel, and necessary necessities to promptly handle emergencies; based on actual conditions, reports and proposes the City People's Committee to organize the purchase of food, essential goods to serve the needs of people in areas affected by natural disasters; directs the early repair of power infrastructure, work to ensure safety for industrial production, and safety of hydroelectric dams.

The Department of Health deploys medical work, ensures medical examination and treatment for people, provides guidance on environmental sanitation, disease prevention after floods, prepares emergency plans for victims and mobile emergency plans, closely monitors the hunger situation of people, promptly reports and proposes support.

Proactively respond to storm KALMAEGI, cold air and floods

To proactively respond to storm KALMAEGI, cold air and floods, the Chairman of the People's Committee of Da Nang City requested agencies, units and localities to seriously organize on-duty shifts, closely monitor forecasts and warnings of natural disasters, update and grasp the developments of storms, floods and rains; focus on leading, directing and implementing disaster prevention plans according to the risk level in the area; be responsible to the Chairman of the City People's Committee in the work of preventing, responding to and overcoming the consequences of natural disasters.

Absolutely do not be negligent or subjective, proactively prevent and respond at the highest level, anticipate the worst situations to ensure the safety of people's lives and limit damage to property; organize on-call and timely rescue when situations occur with the motto "4 on-site"; mobilize people to proactively raise their properties and clear water intakes in front of their houses.

Regularly update and inform about storms, floods and rains, recommend people to proactively respond, stock up on food and essential necessities; continue to review and proactively implement evacuation activities, especially in dangerous areas, areas at risk of deep flooding, flash floods, and landslides; ensure food and necessary equipment at evacuation points, not letting people suffer from hunger, cold and rain.

The Military Command, the City Border Guard Command, the Department of Agriculture and Environment, the Da Nang Coastal Information Station, and the People's Committees of coastal communes and wards continue to closely monitor the developments of storm KALMAEGI and dangerous weather conditions at sea, promptly notify owners of vehicles and boats still operating at sea to proactively take precautions; guide and support the implementation of necessary measures to ensure safety for boats at anchorages.

The City Border Guard Command proactively reviews and counts; based on storm developments, proactively decides to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary.

The Department of Education and Training and the People's Committees of communes and wards will proactively decide to let students stay home from school depending on the actual situation of floods, storms and the characteristics of each locality (especially paying attention to localities at risk of landslides).

Irrigation and hydropower reservoir management units are on duty 24/7, monitoring and checking dam safety, tracking rain and water levels, reporting regularly, operating reservoirs according to procedures, promptly notifying downstream areas, preventing people from entering dangerous areas, proactively regulating to ensure the safety of dams and residents, and at the same time developing and sending reservoir operation scenarios to the Department of Agriculture and Environment to serve the direction work.
