The Standing Committee of Quang Nam Provincial Party Committee has just issued a propaganda outline to implement the arrangement of administrative units and build a 2-level local government organization model in this province, especially the merger of administrative units of Quang Nam province and Da Nang city.

Merging Quang Nam and Da Nang : A historic opportunity

According to the Standing Committee of the Quang Nam Provincial Party Committee, historically, Quang Nam province and Da Nang city were one, so the merger of the two localities is appropriate and very necessary to expand development space, together creating new development strength.

Currently, Da Nang is facing challenges with its small-scale economy , Da Nang's GRDP accounts for only 1.5% of the country's GDP; there are not many large corporations investing; science and technology, innovation have been focused on but have not yet created a driving force for development; Da Nang's role as a regional connection, especially connecting with Quang Nam and other localities in the Central region, has not been fully promoted.

Quang Nam also has limitations, with 6 mountainous districts, people's lives are still difficult; the poverty rate is still high, natural disasters and floods are complex and frequent; infrastructure still has many problems; the quality of staff is still limited, especially in mountainous areas, and high-quality human resources are not abundant.

In the future, after the merger, the advantages of one locality will support the other locality.

"In that context, the research and implementation of new models, including the adjustment of administrative units, has become an urgent requirement to expand growth space and restructure development space. The new Da Nang - Quang Nam must better promote the potential and inherent advantages of the two localities," affirmed the Standing Committee of the Quang Nam Provincial Party Committee.

From the current shortcomings and limitations of Quang Nam province and Da Nang city, the merger of these two localities is correct, timely and appropriate in terms of time and space; historical opportunity; culturally and historically appropriate; ensuring the future in order to expand development space, together creating new development strength.

The Standing Committee of the Quang Nam Provincial Party Committee believes that, from the results achieved by the two localities, with the breakthroughs implemented and the merger of Quang Nam and Da Nang, it is an opportunity and a historic mission to build the (new) Da Nang city into a leading economic, cultural and innovation center in the region, with a long-term vision.

After the merger, Da Nang City will not only be a livable city but also become a pioneering, creative and leading city; continuing to inherit existing development orientations, specific mechanisms and policies to develop and reach national and international standards.

Unified name and location of administrative center

The issue of the name and location of the administrative center are two issues that have received the attention of officials, party members and people of Quang Nam and Da Nang in recent times. From the proposals and recommendations of the two localities, the Central Government has synthesized and analyzed thoroughly; thereby agreeing on the proposed name and location of the administrative-political center of the new administrative unit.

After the merger, the new Da Nang city will have two international airports, including Chu Lai airport and Da Nang airport; three international seaports, including Chu Lai, Tien Sa and Lien Chieu ports (under construction); two world cultural heritages, including Hoi An ancient town and My Son temple complex.

In addition, Bai Choi singing has been recognized as an intangible cultural heritage of humanity; many handicrafts have been included in the list of national intangible cultural heritages. After the merger, Da Nang City also owns the Cu Lao Cham world biosphere reserve, Song Thanh National Park, Ba Na - Nui Chua nature reserve, etc.
