At the training session, Ms. Nguyen Thi Ha Phuong, Deputy Head of the Planning and Land Allocation Department of the Department of Land Management ( Ministry of Agriculture and Environment ) disseminated contents related to land valuation according to the 2024 Land Law and new decrees of the Government.
The content focuses on important changes related to the authority and procedures for implementing land valuation in the context of decentralization and delegation according to the 2-level local government model.
Speaking at the training session, Deputy Director of the City Department of Agriculture and Environment Tran Quoc Hung emphasized: The implementation of the 2-level local government model, along with new regulations of the 2024 Land Law and related decrees, has created a clear legal framework, helping to specifically define the authority between government levels in land valuation.
A notable new point is that the Chairman of the Commune People's Committee is given the right to decide on specific land prices in some cases, and at the same time, the Commune People's Committee can hire a consulting unit to conduct valuation in accordance with legal procedures.
This clearly demonstrates the policy of strong decentralization, contributing to improving autonomy, responsibility and management efficiency at the grassroots level.
However, Mr. Hung said that, besides the advantages, the application of new regulations also poses many challenges in local practice.
Therefore, it is necessary to master the content of legal documents, along with exchanging and sharing experiences between units, to ensure consistency, transparency and efficiency in implementing land valuation work.
