From the above limitations and causes, I would like to contribute my comments and propose that the Provincial People's Committee direct relevant departments and branches to effectively implement the investment plan and complete the waste treatment plant to ensure progress. Issue regulations on prices for solid waste collection, transportation and treatment services in accordance with reality and current legal regulations.
Have specific and feasible plans to renovate, upgrade and resolve the risk of environmental pollution at concentrated landfills in localities. Direct functional sectors and localities to enhance their roles and responsibilities in state management and propaganda and dissemination of legal regulations on environmental protection; promote propaganda and mobilize people to voluntarily classify waste at households and minimize the amount of plastic waste.
Strengthen inspection and strictly handle violations of environmental protection laws, especially post-inspection of organizations and individuals licensed for environmental protection in production and business. Resolutely resolve complaints, recommendations and reports of environmental pollution within authority.

Over time, the operation of the two-level local government has affirmed its institutional breakthrough. With the leadership of the Provincial Party Committee, the drastic management of the Provincial People's Committee, and the timely issuance of resolutions by the Provincial People's Council, the commune-level government has gradually operated stably.
Many intermediate steps have been cut down, basically meeting the set goals; difficulties and obstacles have been resolved, contributing to improving the effectiveness and efficiency of State management in all fields, which has been trusted by the people and approved by society.
However, looking from the reality, there are also many challenges in the new period such as: large workload while the staff and civil servants are not equal in qualifications and skills; low revenue, budget expenditure depends on superiors, making it difficult for localities to be proactive in investing in developing public infrastructure.
Besides, the information technology infrastructure and information technology level of a part of officials and people have not met the requirements of synchronization, causing difficulties in handling administrative procedures.
Through monitoring within the territory of the Provincial People's Council Delegation Unit No. 12, 100% of communes are always overloaded and overdue in terms of people's records related to the land sector. Coordinating and supporting with legal agencies such as the Court and Enforcement in supporting the resolution of a large number of disputes during the year is also a great pressure for branches of the Land Registration Office and commune-level authorities...
Given the above situation, I have the following recommendations: Continue to strengthen inspection, supervision, and closely monitor the "bottlenecks" of commune-level authorities; increase highly specialized human resources, especially in areas directly related to the interests of the people.
It is necessary to continue to identify the core task of focusing on amending overlapping and inadequate regulations, especially in the fields of land and public administrative procedures. Competent authorities need to unify specific instructions, clearly define the authority and responsibility of each department and each individual, and avoid the situation of pushing, avoiding, fearing responsibility, and not daring to do.
Along with that, prioritize investment in information technology infrastructure, upgrade server systems, and high-speed transmission lines to ensure smooth connections from the province to communes and wards. Focus on strong decentralization so that communes are more flexible and proactive in performing their tasks. Foster digital skills so that officials and civil servants can continue to promote their role in supporting people to access and effectively use online public services.
