This information was given by Prof. Dr. Vu Van Yem, Vice President of Hanoi University of Science and Technology, at the seminar "Breakthrough policies to attract talents in higher education , science and technology and innovation" , held on November 4.
Prof. Dr. Vu Van Yem said that universities are the “cradle” of knowledge and the place to train high-quality human resources. Therefore, there is a need for a team of talented lecturers and scientists to create new knowledge and lead innovation.
“Without attracting talent, universities will find it difficult to innovate programs, improve research, and integrate internationally,” he said.
Besides, attracting talent is also one of the goals stated in Resolution 71 of the Politburo: "Developing a team of teachers and scientists with high qualities, capacity and qualifications; having a special mechanism to attract, employ and reward talent".

However, according to Mr. Yem, many universities are currently facing a serious shortage of lecturers and leading scientists. Meanwhile, many young talents and good Vietnamese experts are working abroad, wishing to return but do not have enough conditions and suitable policies to return.
According to statistics, the proportion of lecturers who are professors in the whole system is currently 0.89%; associate professors is 7.8%; the number of lecturers with doctoral degrees is 33% (2024 data).
Therefore, the Vice President of Hanoi University of Science and Technology said that building a special mechanism to attract and retain talent is an urgent requirement for the development of Vietnamese universities.
Paying hundreds of millions in salary to attract talent
At Hanoi University of Science and Technology, to implement the spirit of Resolution 71, this unit has developed a project to attract and recruit talented young lecturers, experts, and leading scientists for the period 2025-2030.
The project aims to improve the quality of training and scientific research; increase the attractiveness, prestige and reputation of Hanoi University of Science and Technology; contribute to bringing the university into the top 150 universities in Asia by 2030.
The project's target talents are young, talented PhDs who graduated from the world's top universities or PhDs with outstanding scientific research achievements; professors, associate professors, technology experts from businesses, research institutes, start-ups to develop core technology, strategic technology; scientists, leading experts, prestigious domestic and international managers with the positions of invited lecturers, experts, senior consultants.
Specifically, for the position of lecturer and young doctor, the expected salary of Polytechnic University is around 40-150 million VND/month.
Prof. Dr. Vu Van Yem said that Hanoi University of Science and Technology has been applying the “3P” salary payment mechanism - Position, Personal, Performance for many years. This subject will also be paid according to the same “3P” mechanism. In addition, this position also enjoys income from topics, projects and monetary incentives from state support policies...
For the position of head of research laboratory, head of research group, Hanoi University of Science and Technology pays about 60-200 million/month depending on capacity and position along with income sources from topics, projects, monetary incentives from state support policies...
As experts, scientists will be paid according to the project's preferential policy based on the content of collaboration and work cooperation.
In addition, these positions will enjoy many other benefits such as insurance, health care packages, support for travel expenses, housing, legal procedures, visas, immigration/exit procedures if they are foreigners, and support packages for relatives of foreigners or Vietnamese people residing abroad...
Prof. Dr. Vu Van Yem said that by 2030, Hanoi University of Science and Technology aims to attract and recruit at least 300 domestic and foreign talents; form and develop strong research groups and key laboratories; increase high-quality international publications...
