The Congress was honored to welcome Senior Lieutenant General Be Xuan Truong - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Veterans Association.
Attending the Congress on behalf of Gia Lai province were comrades: Thai Dai Ngoc - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Nguyen Thi Phong Vu - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; Huynh Thuy Van - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Thi Thanh Lich - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
Also attending were representatives of the advisory agencies assisting the Provincial Party Committee; the Standing Committee of the Provincial Vietnam Fatherland Front; representatives of the leaders of the provincial departments, branches and units; former leaders of the Provincial Veterans Association through the periods; representatives of the armed forces stationed in the province; representatives of the Veterans Associations of Quang Ngai and Dak Lak provinces. Notably, the Congress had the participation of 370 official delegates representing nearly 70,000 members in the province.

During the 2022-2027 term, the Gia Lai Provincial Veterans Association has promoted the political mettle, nature, and tradition of "Uncle Ho's soldiers", the spirit of solidarity, unity, and proactiveness, creativity in implementing and completing most of the targets set out in the Resolution of the 7th Congress of the Provincial Veterans Association. Accordingly, the entire association has mobilized over 1.31 million cadres and members (reaching over 85% of members and over 90% of members are Party members) to participate in studying and thoroughly grasping the Party's guidelines and resolutions, the State's laws and policies, resolutions and political tasks of the Association. Coordinated training, introduced to the Party Committee to consider and admit 1,209 outstanding members into the Party, reaching 82% of the planned target. The Association at all levels has focused on building core forces, reaching 22% ready to participate in maintaining political security and social order and safety in the locality; Successfully coordinated the mediation of 2,686 internal conflicts among the people; detected and coordinated the prevention and handling of 518 cases of public disorder and social evils.
In socio-economic development, the Association at all levels has proactively coordinated with functional agencies to organize 52 classes/136,575 members to train in technical economics, improve the ability to apply scientific and technological advances in production and animal husbandry; mobilize and guide 53,701 members to borrow preferential loans from the Social Policy Bank of over VND 2,419 billion; exploit other capital sources from the "Comradeship" fund and contributed capital of over VND 85 billion for 2,364 members to borrow without interest or with low interest rates, to develop production.
Since 2023, the Provincial Veterans Association has launched the emulation movement "War veterans help each other sustainably reduce poverty", mobilizing cadres and members to donate 567 million VND, buy 51 cows and 02 breeding buffaloes to support poor members in mountainous communes to escape poverty. Up to now, the rate of poor member households in the whole Association has decreased to 2.08%; near-poor households 3.17%; and fairly rich households 51.9%.
Emulation movements and charitable activities have been maintained regularly and achieved many practical results. The Association has mobilized exemplary cadres and members to voluntarily contribute more than 7.7 billion VND, 7 million working days, and 73,000m2 of land to carry out local movements and campaigns; mobilized 957 members of the War Veterans Association and Military Service to donate blood; participated in searching for and collecting 206 martyrs' remains; contributed over 9,500 working days to repair and beautify martyrs' cemeteries. The Association at all levels visited and presented 254 savings books and 1,350 gifts to war invalids and martyrs' relatives; donated 950 gifts and 107 million VND to poor students who overcame difficulties to study well...

In the 2025-2030 term, the Gia Lai Provincial Veterans Association has set the goal of continuing to mobilize generations of veterans in the province to unite and promote the nature and tradition of "Uncle Ho's soldiers". Building a comprehensively strong Veterans Association; excellently completing tasks to contribute to the successful implementation of the country's development goals in the new era of the nation. Actively participate in building and protecting the Party, government, people and socialist regime; protecting the Party's ideological foundation, fighting against erroneous and hostile views. Well implementing programs and movements for socio-economic development, hunger eradication and poverty reduction; helping each other develop the economy and get rich legally. Strengthening the role of members in educating patriotism and revolutionary traditions for the younger generation, actively implementing Digital Transformation in Association organizations, contributing to building and consolidating a clean and strong political system. During the term, strive for 100% of members to be steadfast and firm in politics, ideology, and ethics; develop over 85% of eligible subjects to join the Association; have over 90% of Association officials trained and fostered according to decentralization; strive for over 90% of Association organizations, over 80% of officials and members to complete their tasks well every year, of which 20% complete their tasks excellently; strive to reduce the rate of poor war veteran households by 1.0-1.5% each year according to multidimensional standards, and in particularly difficult areas by 2% or more; strive for 70-75% of war veteran members of working age and in good health to be consulted, guided, helped, fostered, or trained in vocational skills to have opportunities to find jobs; strive for 100% of information about members to be digitized and updated in the digital environment.

Speaking at the Congress, Senior Lieutenant General Be Xuan Truong - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Veterans Association acknowledged, praised and congratulated the achievements of the Gia Lai Provincial Veterans Association in the past term. On behalf of the Standing Committee of the Central Committee of the Vietnam Veterans Association, Senior Lieutenant General Be Xuan Truong expressed his gratitude for the attention, leadership and direction of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and agencies and organizations so that the Provincial Veterans Association could successfully complete its assigned political tasks. Senior Lieutenant General Be Xuan Truong hopes that in the coming time, the Gia Lai Provincial Veterans Association will continue to receive more comprehensive and profound attention, leadership and direction from the province so that the Association can truly become a core political force, a solid bridge between the Party, the government and the people.
The President of the Vietnam Veterans Association requested the Gia Lai Provincial Veterans Association and its cadres and members to continue to grasp the Party's guidelines and viewpoints on national development in the new era; focus on thoroughly grasping and effectively implementing the Resolution of the 14th National Party Congress (scheduled to be held in 2026) and the Resolution of the Gia Lai Provincial Party Congress. Participating in Party building, government building, and people protection regimes is the top goal of the Vietnam Veterans Association. Continue to promote patriotic emulation movements, associated with the implementation of campaigns and national target programs.
Senior Lieutenant General Be Xuan Truong also noted that all levels of the Association need to pay attention to and do a good job of educating members and the younger generation about the local historical traditions. Building the Association of War Veterans at all levels must be truly clean and strong in all aspects; especially the key leadership team at all levels must have a firm ideological stance, courage, intelligence, health, experience and prestige. The President of the Vietnam Association of War Veterans believes that under the leadership and direction of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, the Association of War Veterans of Gia Lai province will unite and excellently complete the assigned tasks, worthy of the trust of the Party Committee, government and people, contributing to the successful implementation of the goal of building Gia Lai province rich, prosperous, happy and developed.

Speaking at the Congress, Provincial Party Secretary Thai Dai Ngoc emphasized a number of suggestive issues for the Congress to study, discuss and decide:
Firstly, the Association at all levels in the province continues to strengthen political and ideological education so that each cadre and member of the Veterans Association can grasp and strictly implement the Party's guidelines and policies, the State's policies and laws; have a firm political stance, resolutely fight to defeat the "peaceful evolution" plots and tricks of hostile forces; actively participate in building and protecting the Party, the State, the People and the socialist regime.
Closely coordinate with the government, the Fatherland Front and mass organizations to effectively implement democracy at the grassroots level, effectively implement the Law on Democracy Implementation at the Grassroots Level, and carry out supervision and social criticism work; at the same time, actively participate in the fight against corruption, waste and other negative manifestations.
Second, the Association of War Veterans at all levels in the province proactively takes advantage of State resources and policies; coordinates and effectively integrates programs and campaigns among war veterans to promote and improve the quality of the movement "Veterans help each other reduce poverty and do good business", associated with local socio-economic development programs and plans.

Focus on replicating good models, effective and practical methods among war veterans, to help each other develop the economy, improve income and family life; strive to gradually reduce and eventually eliminate poor war veteran households, especially war veteran households in difficult areas, remote areas, and revolutionary bases. Each War Veteran Association and its members continue to promote their prestige, be the core in patriotic emulation movements, and take the lead in building cultural life and solving social problems in the locality.
Third, actively and proactively coordinate to carry out well the work of educating about tradition and revolutionary heroism, fostering ambitions, beliefs and ideals for the young generation; accompany the youth in movements to establish themselves and start a business, promote the pioneering and creative role of the youth in the cause of industrialization, modernization, building and defending the Fatherland. Identify this as the task, responsibility and also the sentiment of the Association, of the previous generation towards the young generation of the province.
Fourth, continue to build the Association to be increasingly strong in politics, ideology and organization, especially in mountainous areas, remote areas, border areas; strongly innovate the methods and content of activities, diversify the forms of gathering, unite war veterans and veterans to perform well the functions and tasks of the Association. Focus on improving the quality of the Association's staff at all levels, ensuring adequate qualities, capacity, intelligence, and strong political will, meeting the requirements of the Association's work in the new situation.

The Executive Committee of the Gia Lai Provincial Veterans Association for the 2025-2030 term and the Delegation attending the National Congress of the Vietnam Veterans Association were introduced to the Congress.
At the Congress, the Decision on appointing the Executive Committee, Standing Committee, Chairman, Vice Chairman, Inspection Committee, Head of Inspection Committee of the Gia Lai Provincial Veterans Association was announced. Accordingly, the Executive Committee consists of 47 comrades, the Standing Committee consists of 15 comrades. Comrade Pham Manh Hung was appointed to hold the position of Chairman of the Gia Lai Provincial Veterans Association for the 2025-2030 term.

On this occasion, the Vietnam Veterans Association awarded the Emulation Flag to the Gia Lai Provincial Veterans Association for their outstanding achievements in the patriotic emulation movement and exemplary veterans in 2025; awarded Certificates of Merit to 15 former members of the Executive Committee of the Gia Lai Provincial Veterans Association for the 2022-2027 term, Chairman of the District Veterans Association, and experts of the Gia Lai Provincial Veterans Association for their contributions to the building of the Vietnam Veterans Association. The Chairman of the Gia Lai Provincial People's Committee awarded Certificates of Merit to 01 collective and 22 individuals for their outstanding achievements in the Association's work and the Veterans movement for the 2022-2025 period. The Executive Committee of the Gia Lai Provincial Veterans Association awarded Certificates of Merit to 12 individuals who are outstanding businessmen for their outstanding achievements in implementing the movements "Elimination of hunger and poverty", "Veterans helping each other to do good business" and social security activities in the province; Awarding Certificates of Merit to individuals of the Provincial Veterans Association who have made outstanding achievements in the Association's work for the period 2022-2025.

At the end of the Congress, delegates voted to pass the Resolution of the 8th Congress of Delegates of the Gia Lai Provincial War Veterans Association, term 2025-2030.
