On this occasion, the reporter interviewed comrade Nguyen Thanh Nhan - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province about the key contents to be discussed at the congress, as well as expectations for the contributions of the delegates.
Reporter: According to you, what key contents and issues will be discussed and voted on at the 1st Provincial Party Congress, term 2025-2030?
Comrade Nguyen Thanh Nhan:
The 1st Provincial Party Congress, term 2025-2030 is a particularly important political event, taking place in the context of An Giang having just completed the merger, the organizational structure is still new, but at the same time it also opens up many opportunities and aspirations for development. Therefore, the contents and issues discussed and voted on this time have the meaning of shaping the long-term future of the province.
First of all, the political report presented to the congress is the central document, the crystallization of the collective wisdom of the entire Party Committee. This document has gone through many rounds of drafting, absorbing comments from the Central Document Subcommittee, direct comments from scientists , experts, former provincial leaders of different periods, central departments, ministries and branches and especially the broad opinions of cadres, party members and people in the province.
The Provincial Party Committee has received 21 official comments from central departments, ministries and branches, and most of them highly appreciated and suggested issues that need to be supplemented and improved. This is not only an affirmation of democracy, openness and transparency in the document preparation process, but also demonstrates the seriousness and openness of the Provincial Party Committee in absorbing and editing to ensure the highest quality of documents.
The main discussion content of the congress will revolve around the viewpoints, goals, tasks and solutions for the province's development in the next 5 years, including key issues such as:

In addition, the congress will also discuss and vote on specific targets in each field: GRDP growth, per capita income, poverty rate, urbanization rate, administrative reform index, provincial competitiveness... These are targets that not only demonstrate political determination, but are also specific measures to evaluate the province's development in each year and each period.
A new point of this congress is that it will spend a lot of time discussing strategic breakthroughs in depth. For example: Focusing on investing in two major connecting axes including the intra-regional vertical axis (Long Xuyen - Rach Gia - Ha Tien - Phu Quoc) and the expressway horizontal axis (Chau Doc - Can Tho - Soc Trang), opening up new development space, connecting An Giang not only with the Mekong Delta, but also with Cambodia and the region. At the same time, discussing solutions to turn Phu Quoc into an international economic and tourism special zone; Rach Gia into an administrative - service center; and the quadrilateral Long Xuyen - Chau Doc - Rach Gia - Ha Tien into a dynamic area for industry, logistics, and high-tech agricultural research.
It can be said that the 1st Congress will not only stop at reviewing and evaluating, but more importantly, will establish a long-term vision, affirming the aspiration to make An Giang become a new growth pole of the entire Mekong Delta. I believe that with the spirit of democracy, intelligence and responsibility, the delegates will discuss enthusiastically, frankly and reach a high consensus, so that each resolution passed will truly have vitality in practice, becoming a compass for the new development path of the province.
Reporter: How does the Provincial Party Committee determine the responsibilities and roles of the heads of delegations and delegates attending the congress to ensure the congress is successful and truly promotes collective intelligence?
Comrade Nguyen Thanh Nhan:
The Provincial Party Congress is not only a place to discuss and decide on major issues for the province's development in the next 5 years, but also a place to demonstrate the intelligence, courage and political responsibility of each delegate. Therefore, the Provincial Party Committee has clearly defined the roles and responsibilities of the heads of delegations and each delegate in contributing to the success of the congress.
First of all, the heads of delegations must uphold the spirit of exemplary conduct, be the center of solidarity, and fully convey the spirit of the congress to the members of the delegation. The heads of delegations are not only responsible for directing and organizing the activities of their delegations, but also must ensure that the opinions and viewpoints expressed at the congress always stem from the common interests of the province, avoiding partiality and formality. The heads of delegations must know how to inspire and encourage delegates in the delegation to boldly express their opinions and contribute to the drafting of documents, while maintaining discipline and order, creating a democratic but tight and responsible discussion atmosphere.

For each delegate attending the congress, the responsibility is even heavier. Delegates are typical representatives of the intelligence, enthusiasm, and mettle of cadres, party members, and people of their locality and unit. Therefore, delegates must grasp the practical situation, listen to the thoughts and aspirations of the people, and thereby reflect honestly and objectively in the discussion. Delegates need to participate with the spirit of "democracy, responsibility, intelligence, creativity, and solidarity", not only giving suggestions that are close to reality, but also contributing feasible solutions, creating a driving force for long-term development.
In addition, delegates need to focus on promoting their pioneering role in raising new issues and proposing breakthrough solutions, especially in key areas such as: Party building, digital transformation, marine economy, border trade economy, education and training, and climate change adaptation. Each contribution must have a strategic vision, closely linked to the general development orientation of the province and the whole country.
It can be said that the success of the congress depends directly on the quality of discussions and resolutions, which in turn originate from the sense of responsibility, intelligence and careful preparation of each delegation leader and delegate. This is the time for each delegate to demonstrate their role and political mettle, affirming their belief and aspiration to contribute to the development of An Giang in the new period.
Reporter: What do you expect from the contribution of each delegate at this congress, so that the resolutions have practical vitality, meeting the development requirements of the province in the new period?
Comrade Nguyen Thanh Nhan:
I believe that the greatest expectation of the Provincial Party Committee, as well as the expectation of the entire Party Committee and the people of the province, is that each delegate attending the congress will bring into full play their sense of responsibility, intelligence and political courage. The congress is where the intelligence of the most outstanding people gathers, representing the voice of cadres, party members and the people. Therefore, each contribution and each speech at this congress has meaning not only for today but also for the development path of the next 5 years and beyond.
I hope that the delegates will not only stop at expressing support, but also boldly contribute ideas and propose specific, feasible and widespread solutions, especially in the areas that the province has identified as breakthroughs in the Political Report submitted to the congress, such as: Building a strong Party and political system, digital transformation, developing the marine economy and border trade economy, improving the quality of human resources, protecting the environment and adapting to climate change.
What I expect is not only consensus on policies, but also unity of action after the congress. Each delegate, after returning to their locality, agency, or unit, needs to become a “nucleus spreading” the spirit and resolutions of the congress, turning the resolutions into concrete action programs, linked to people’s lives. Only then will the resolutions truly “come to life”, come into practice, and create positive and comprehensive changes.
In other words, the success of the congress is not only measured by the resolutions passed, but also by the level of change in the social, economic and political life of the province. The dedication, responsibility, intelligence and aspiration to contribute of each delegate will create collective strength, so that An Giang can confidently enter a new development phase with a long-term vision, affirming the role of "new growth pole" of the Mekong Delta.
