Hai Hung Commune Party Congress for the 2025-2030 term

Today, February 26, the Hai Hung Commune Party Committee, Hai Lang District, Quang Tri Province held its second congress for the 2025-2030 term. This is the party committee chosen by the Standing Committee of Hai Lang District Party Committee to hold a model congress of the grassroots party committee to gain experience in general direction of the whole district.

The political report of the Party Congress clearly stated that during the 2020-2025 term, the Hai Hung Commune Party Committee effectively directed and implemented the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. Party membership development was prioritized, with 34 new members admitted, achieving 68% of the congress resolution's target, and two new subordinate Party branches established. To date, the Party Committee has 13 Party branches with 345 members.

Through annual classification and assessment, over 80% of Party cells have completed their tasks well or better, over 85% of Party members have completed their tasks well or better; The Commune Party Committee has completed its tasks well or better every year, of which 2021 and 2024 were classified as having completed their tasks excellently.

The leadership methods of the Party committees have been reformed, and the management and operational capacity of the government apparatus has become more effective. The activities of the Vietnam Fatherland Front and other political and social organizations are increasingly effective, and the great national unity bloc has been strengthened and expanded.

The total production value of economic sectors by 2025 is estimated to reach 1,094 billion VND, an increase of more than 486 billion VND, reaching 101.6% compared to the congress resolution; the economic structure will shift towards reducing the proportion of agriculture, increasing the proportion of industry - handicrafts - construction and trade - services.

GRDP per capita reached 75 million VND, an increase of 27 million VND compared to the beginning of the term. State budget revenue in the area in the period of 2020 - 2024 was over 2,549 billion VND, reaching 122.9% compared to the district's assigned estimate, an average annual increase of over 10%.

Socio-economic infrastructure has been gradually invested in and put into use, meeting the development requirements of the locality. All production and business sectors have developed. The new rural development program has been enthusiastically implemented by the people, and the commune achieved advanced new rural status in 2023.

The material and spiritual lives of the people have been increasingly improved and enhanced. Social welfare work, care for revolutionary veterans, and poverty reduction have made significant progress. Political security and social order are ensured. With a spirit of democracy, unity, and high determination, the congress unanimously set 18 key targets for Party building, economy, culture, society, and environment for the 2025-2030 term.

Simultaneously, key tasks and solutions were outlined to further strengthen the building of a clean and strong Party and political system; promote the strength of national unity; maintain national defense and security; boost the development of trade, services, and tourism; mobilize and effectively utilize all resources; and build Hai Hung commune into a model new rural area before 2030.

The Congress elected the Executive Committee of the Hai Hung Commune Party Committee for the 2025-2030 term, consisting of 15 members. At its first meeting, the Executive Committee of the Hai Hung Commune Party Committee elected a Standing Committee of 5 members; Mr. Cap Huu Chieu, Secretary of the Hai Hung Commune Party Committee for the 2020-2025 term, was re-elected to continue serving as Secretary of the Commune Party Committee for the 2025-2030 term.
