In his opening remarks at the Congress, Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Emulation and Commendation Council, emphasized: The First Tuyen Quang Provincial Emulation Congress is of special importance. The Congress assesses the results of the emulation movement over the past five years; draws lessons learned; determines directions, tasks, and solutions for the 2025-2030 period; and honors outstanding examples, affirming the will and determination of the Party Committee, government, and people of all ethnic groups in the province to successfully achieve the goals of the Provincial Party Congress Resolution, building Tuyen Quang into a relatively developed, comprehensive, and sustainable province in the Northern Midlands and Mountains region by 2030.

Over the years, the patriotic emulation movement in the province has undergone many innovations and has increasingly developed extensively at all levels, sectors, organizations, businesses, among all strata of the people and the armed forces. These movements are closely linked to the "Study and follow the thoughts, ethics, and style of Ho Chi Minh ," creating a vibrant atmosphere of emulation and inspiring the will to strive for excellence among cadres, Party members, and the people throughout the province.

The first Tuyen Quang Provincial Emulation Congress had the theme: "Emulating innovation, creativity, and accelerating breakthroughs to build a rapidly and sustainably developing Tuyen Quang province."

During the past term, patriotic emulation movements in Tuyen Quang have developed strongly and widely throughout society, creating momentum to promote socio-economic development, ensure national defense and security, and contribute to the successful achievement of many important goals of the province. Notably, the province has completed the goal of eliminating temporary and dilapidated houses for 15,064 households; completed the Tuyen Quang - Phu Tho expressway; launched a "3 shifts, 4 teams" construction emulation campaign with the motto "Through holidays, through Tet, through days off," "Overcoming sun and rain, not defeated by wind and storms" to strive to complete the Tuyen Quang - Ha Giang expressway before December 31, 2025…

In the agricultural and forestry sectors, the province maintains stable food security and develops a sustainable forestry economy with nearly 90,000 hectares of planted forests achieving sustainable forest management certification (FSC), leading the country. Tourism has made strong progress, gradually becoming an important economic sector. The province has been honored as "Asia's Leading Emerging Tourist Destination in 2023," "Asia's Leading Regional Cultural Destination in 2024," etc.

Over the past five years, more than 27,000 groups and individuals have been awarded for their outstanding achievements in labor, production, and work.

For the period 2025-2030, the Congress set forth 16 key socio-economic targets by 2030; specific tasks and key solutions for organizing the patriotic emulation movement and awarding commendations for the period 2026-2030.

Speaking at the Congress, Comrade Hau A Lenh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, acknowledged and praised the outstanding achievements of all levels, sectors, and localities in all fields; and commended the 220 exemplary advanced delegates attending the Congress.

Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung presented the Third-Class Labor Medal to individuals.

To successfully achieve the goals for the 2025-2030 period, the Provincial Party Secretary requested that all levels, sectors, and localities further promote the patriotic emulation movement in all aspects of work; compete together to achieve the strategic goals set by the Provincial Party Committee; and strive to make Tuyen Quang a relatively developed, comprehensive, sustainable province with a high average income by 2030.

Party committees, government agencies, every cadre, Party member, and citizen should focus on effectively implementing the following tasks: Strengthening the thorough understanding of the Party's directives, resolutions, and conclusions, and the State's policies and laws on emulation and commendation, especially the profound understanding of President Ho Chi Minh's ideology of great national unity; striving for breakthroughs in economic development, creating a "new space" for growth; striving for cultural and social development, improving people's lives in conjunction with improving living standards and creating happiness for the people; striving to build a streamlined, effective, and efficient apparatus for the people; striving to identify and replicate exemplary models, "good people, good deeds"...

The delegation attending the 11th National Emulation Congress was introduced to the Congress and received congratulatory flowers from the Standing Committee of the Provincial Party Committee.

The Congress launched the emulation movement for the period 2025-2030. At the Congress, the Second Class Labor Medal was awarded to 9 individuals; the Third Class Labor Medal to 23 individuals; the Government's Emulation Flag was awarded to the Provincial Party Committee's Internal Affairs Department; and the Prime Minister's Certificate of Merit was awarded to 6 individuals; the Chairman of the Provincial People's Committee awarded Certificates of Merit to 24 collectives and 23 individuals for their outstanding achievements in the emulation movements.
