In November, due to the impact of natural disasters, storms and floods caused heavy damage to people, infrastructure, agricultural, forestry and fishery production and people's lives in Dak Lak province.

However, with the close direction and timely support of the Central Government, provinces, cities and people across the country, especially the efforts of all levels, sectors, localities and people in the province, Dak Lak has been making efforts to overcome the consequences, overcome difficulties and strive to complete the targets and tasks for 2025.

Many growth indicators in difficult times

Director of the Department of Finance of Dak Lak province Tran Van Tan said that in November 2025, the province was seriously affected by storm No. 13 and a particularly large flood that occurred over a large area, causing great damage to people and property, disrupting production and business activities of many industries and fields in the area, especially in the Eastern region. According to statistics, the estimated damage to the whole province was about 10,000 billion VND.

Faced with that situation, the province has focused all its efforts on overcoming , restoring economic activities and stabilizing people's lives.

Director of the Department of Agriculture and Environment of Dak Lak province Nguyen Minh Huan informed that the historic storm and flood in November seriously affected agricultural production, sharply reducing the overall results of the whole industry, with total damage estimated at about 5,500 billion VND.

In addition, during the month, African swine fever developed complicatedly, arising in many localities, forcing the destruction of 5,022 pigs, causing serious damage to farmers and affecting food supply.

In addition, storms and floods also significantly affected industrial production activities. Many factories in the eastern part of the province were forced to temporarily stop production due to widespread flooding and interruptions in electricity and water supply.

However, thanks to factories in the western region of the province still maintaining normal operations, the industrial production index in November is estimated to increase by 7.56%, and the cumulative 11-month increase is estimated to increase by 10.86% over the same period last year.

Deputy Director of the Department of Industry and Trade of Dak Lak province, Nguyen Van Nhiem, said: Despite the widespread impact of storms and floods, the situation of trade, service activities, and goods circulation in the province is basically stable, there has been no shortage of goods; no unusual phenomena such as speculation, hoarding, or unreasonable price increases have been detected. The supply of essential goods such as food, foodstuffs, gasoline, as well as goods serving the needs of repairing electricity, electronics, machinery, equipment, and household appliances continues to be guaranteed, meeting the needs of production and people's lives.

Total retail sales of goods and consumer services revenue in November is estimated at VND17,452 billion, up 16.2% over the same period; accumulated in 11 months is estimated at VND173,324 billion, reaching 95.1% of the plan, up 14.5% over the same period.

In particular, total export turnover is estimated at 251 million USD, up 43.7% over the same period; accumulated in 11 months is estimated at 2.8 billion USD, reaching 127.3% of the plan, up 41.3% over the same period.

Regarding the tourism industry , due to the impact of storms and floods, the number of tourists to the province decreased compared to previous months, but still increased compared to the same period. In November, the whole province is estimated to welcome 420 thousand visitors, up 9% over the same period; the cumulative number of visitors in 11 months is estimated to reach 7 million, reaching 110.4% of the plan, up 35.07% over the same period. Total revenue from tourism is estimated at 12,941 billion VND, reaching 102.69% of the plan, up 52.02% over the same period.

The good news is that in November, the whole province had 219 newly established enterprises, with a total registered capital of 1,185 billion VND, an increase of 38.6% in the number of enterprises and an increase of 4.6% in capital over the same period.

In the first 11 months, the province had 2,757 newly established enterprises with a total registered capital of VND30,899 billion, an increase of 165% in the number of enterprises and 263% in capital compared to the same period; 519 enterprises returned to operation.

Up to now, in the province, there are 19,920 enterprises and branches of enterprises outside the province still registered to operate, including 18,388 enterprises and 1,532 branches of enterprises outside the province.

In addition, the province has approved investment policies for 9 projects with a total registered capital of over VND2,770 billion. Since the beginning of the year, the province has had 43 projects approved for investment policies with a total registered capital of over VND35,340 billion.

One of the bright spots of Dak Lak province in 2025 is that despite facing many difficulties and challenges, especially the severe impact of storms and floods, the state budget work has exceeded the set target.

According to Director of Dak Lak Province Department of Finance Tran Van Tan, in November, the total state budget revenue in the area is estimated at 1,506 billion VND; accumulated in 11 months reached 15,693 billion VND, equal to 117.13% of the central budget estimate and 96.22% of the provincial budget estimate, up 27.12% over the same period.

It is estimated that by the end of 2025, the total state budget revenue will reach VND 16,490 billion, an increase of 17% compared to 2024, reaching 123% of the central budget estimate and 101% of the provincial budget estimate.

Regarding the disbursement of public investment capital, the total public investment plan for 2025 of Dak Lak province (new) after adjusting and supplementing the transferred district-level capital (old) is more than 16,482 billion VND, of which 15,923 billion VND has been assigned in detail for project implementation. By the end of December 3, 2025, the whole province has disbursed more than 6,830 billion VND, reaching 43% of the plan.

Policies on social security, care for people with meritorious services and poverty reduction continue to be implemented synchronously and effectively. In particular, the province has urgently provided food and necessities to people in areas affected by floods, contributing to stabilizing people's lives.

Director of the Department of Construction of Dak Lak province Cao Dinh Huy said: Implementing the direction of the Prime Minister, on December 1, the province held a launching ceremony of "Quang Trung Campaign" to quickly build and repair houses for people affected by storms and floods, with the goal of repairing 1,084 houses before December 31, 2025 and building 663 new houses before January 31, 2026, ensuring that people can celebrate Tet in these new houses .

Currently, military units and units coordinating with local Party committees and authorities are actively implementing house construction for people in flood and storm areas, ensuring quality and progress.

Urgently and resolutely complete the targets and tasks for 2025

Director of the Department of Finance of Dak Lak province Tran Van Tan said: Through synthesis, analysis and evaluation, it is estimated that in 2025, the whole province will have 7/17 targets meeting the plan; 4/17 targets exceeding the plan including: Total export turnover, total retail sales of goods and consumer service revenue, GRDP per capita and total state budget revenue; 2/17 targets partially completed the plan; 3/17 targets did not meet the plan including: Growth rate of total product in the province, total social investment capital and social housing development; 1/17 targets will be evaluated after the Ministry of Home Affairs announces the results.
