Although the heavy rains are intermittent and short in duration, with the complicated weather developments, Ha Tinh City is "turning on" the highest level of natural disaster response mode to protect the safety of constructions, people and prevent local flooding in inner-city areas.

Mr. Tran Quang Hung - Head of the Economic Department (City People's Committee) said that the characteristic of Ha Tinh City is that it is surrounded by rivers, which are greatly affected by the impact of tides. This rain occurred near the full moon day (the 15th day of the lunar month is the time when the tide is at its highest - PV), while in the area, many projects and works are under construction, making natural disaster prevention work urgent.
“On the morning of September 25, the City People's Committee successfully issued a telegram requesting all specialized departments, People's Committees of communes and wards, investors and construction units of projects to be on duty 24/7. Accordingly, units, according to their functions and tasks, organize inspections and reviews of the entire irrigation system; agricultural production areas, aquaculture and projects under construction to deploy plans to ensure safety and respond to natural disasters. Regarding flood control solutions, the department has coordinated with the Urban Management Department, the Management Board of Construction Investment and Land Fund Development Projects, Ha Tinh Urban Environment and Construction Management Joint Stock Company, and localities to deploy on-site flood control plans. At the same time, the low tide is used to proactively operate, open sluices through dikes, flood drainage sluices; clear the drainage ditch system, especially the main axes to quickly drain floods when there is heavy rain" - Mr. Tran Quang Hung informed.
The Eastern Beltway Project Phase 1 is currently being constructed by 8 contractors. By the afternoon of September 25, the work of preventing heavy rain and protecting the project had been basically completed.
Currently, the city has 22 investment projects for road construction, drainage, and urban infrastructure improvement under construction. According to the City Land Fund Development and Investment Project Management Board, in recent days, the unit has directed contractors to urgently speed up the construction progress of unfinished projects and deploy disaster response plans for each project.
Mr. Nguyen Tien Cuong - Director of the Management Board said: "The units follow the progress by the hour, even overnight to complete the construction schedule to ensure the safety of the project in the face of heavy rain. The Board also directed all contractors to arrange barriers and put up warning signs after finishing the construction. Along with that, gather materials at the arranged locations, clean up and clear drainage locations, do not obstruct or block the flow. By the afternoon of September 25, 100% of the construction units had completed the work of protecting the project, absolutely not allowing any passive situations to occur. Particularly for the Eastern beltway project, the Management Board requires construction units to arrange people on duty and have machinery ready to respond and handle drainage in a timely manner; regularly check the locations of dike cuts".
According to records, from the afternoon of September 25, all construction activities on the Eastern Belt Road Project have been temporarily suspended to respond to heavy rain. Units have gathered machinery and materials to a safe location; organized a 24/7 on-duty team at the construction site. Mr. Nguyen Duc Nang - a technical officer of Bien Dong Construction and Consulting Joint Stock Company (Vinh City, Nghe An) said: "The construction section of the company has completed the K98 earth filling, is preparing to lay asphalt; the culvert across the road is still in the construction phase. To proactively respond to developments during heavy rain, 100% of the staff are on duty at the construction site to promptly handle incidents, ensuring the safety of people and property. Last night, taking advantage of the low tide, we operated the drainage of water through the K14 culvert to reduce water pressure inside the dike. For now, the project is being protected very safely."
All construction sites of the Phan Dinh Phung Street Upgrade and Renovation Project have been fenced off by construction units to ensure safety for people and vehicles.
On Phan Dinh Phung, Hai Thuong Lan Ong, Nguyen Thi Minh Khai streets... construction is still in progress, some collection pits have not been completed. In response to heavy rains, Ha Tinh Urban Environment and Construction Management Joint Stock Company has deployed temporary water supply lines and cleared some sewers to ensure safety to reduce local flooding pressure.
At all the pits, the unit also covers the pit mouths, builds fences, installs lights and puts up danger warning signs. Regularly assigns forces to be on duty at construction sites and key points prone to flooding to coordinate with local authorities to clean up trash and clear the flow after rains.
Workers of the Urban Environment and Construction Management Joint Stock Company set up barriers and regularly stand guard and check manhole locations.
Meanwhile, in the locality, forces also focused on dredging sewers; manholes, sumps, lakes and roads to handle local flooding on the spot; clearing leaves and garbage that could clog manholes, sumps...
Mr. Nguyen Duc Hai - Chairman of Bac Ha Ward People's Committee said: "Recognizing that this year, flood prevention work will be very difficult because the city's drainage system upgrade projects are under construction. Therefore, the ward has proactively launched a campaign to dredge the entire drainage system in the area. Although the weather is still complicated, we believe that the ability to collect water in the canals will be much better than before, reducing the fear of local flooding in residential areas."
The contractor also took advantage of the rainy season to complete the work of relocating some trees to serve the project.
According to the City People's Committee, since late afternoon of September 25, the implementation of the plan to prevent heavy rain has been basically completed. This morning (September 26), the area continued to have short, heavy rains, but the plans are still under safe and proactive control.
