That was the proposal of delegate Tran Van Tien, National Assembly Delegation of Vinh Phuc province at the 20th plenary session of the National Assembly Economic Committee to examine the Government's Proposal on adjusting the investment policy of Long Thanh International Airport Project.
The Long Thanh International Airport project was approved by the National Assembly in its investment policy in Resolution No. 94/2015 dated June 25, 2015 with the goal of building Long Thanh International Airport to reach level 4F according to the classification of the International Civil Aviation Organization (ICAO), an important international airport of the country, aiming to become one of the international aviation transit centers of the region.
Delegate Tran Van Tien spoke at the 20th plenary session of the National Assembly's Economic Committee.
Regarding the time and implementation roadmap, the project consists of 3 phases. Phase 1 will invest in the construction of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by 2025 at the latest.
Phase 2 continues to invest in building an additional open-configuration runway and a passenger terminal to reach a capacity of 50 million passengers/year; 1.5 million tons of cargo/year.
Phase 3 completes the project's items to reach a capacity of 100 million passengers/year and 5 million tons of cargo/year. The Government directs the preparation of a feasibility study report for each phase of the project and reports to the National Assembly for approval before deciding on investment.
At the meeting, delegates gave many detailed analysis opinions on the urgent need to build a third runway, about 400m from the existing runway. Some opinions emphasized that the simultaneous implementation of this runway would bring many practical benefits, helping to optimize resources and improve operational capacity.
In addition, delegates also objectively assessed the feasibility and reasonableness of the proposal to adjust the completion schedule of phase 1 of the project to the end of 2026. At the same time, many opinions also focused on discussing the appropriateness of the proposal to allow the Government to decide to adjust the Long Thanh International Airport project phase 1 without having to submit it to the National Assembly for approval before the Prime Minister approves.
Speaking at the meeting, delegate Tran Van Tien, National Assembly Delegation of Vinh Phuc province, suggested that some important issues need to be clarified to ensure the feasibility and effectiveness of the project. Specifically, the capital source, mechanism for mobilizing and allocating investment capital for the construction of runway No. 3 need to be transparent and guaranteed.
The implementation of a new flight route may affect the overall progress of the project, so a detailed plan is needed to ensure that the project is completed on the approved schedule. In addition, the project items need to be implemented synchronously to ensure the efficiency of exploitation and operation of the airport.
