The Government Office issued Notice No. 429/TB-VPCP summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the inspection and working session on the progress of the Long Thanh International Airport Project and other transportation projects in Dong Nai province.

The announcement stated: Long Thanh International Airport is a landmark project, the largest ever in terms of scale, total investment value, modernity, and technological complexity, and has received attention from the National Assembly , the Government, and the Prime Minister, who have demanded that it meet quality and progress standards. This is also a historically significant project for the aviation industry in particular and the transportation sector in general. The success of the project will demonstrate the capabilities of investors and contractors in managing, operating, and adopting new technologies.

The Deputy Prime Minister requested that the project ensure its longevity and durability, utilizing the most advanced technology. The investor must determine the importance and essential nature of the project, the relationships and constraints between its components, and clearly define legal, technical, disciplinary, and accountability requirements for all parties involved. Conflicts should be avoided during the implementation of the project's sub-packages and components. A system of rewards should be in place for contractors who perform well, penalties for those who make mistakes, and a firm commitment to replacing underperforming contractors.

The Ministry of Transport is primarily responsible for the overall investment and construction project of Long Thanh International Airport; the Vietnam Airports Corporation is fully responsible for the implementation of component project 3; and relevant ministries and agencies are responsible according to their assigned functions and tasks in the project implementation process.

Relevant ministries and agencies, and investors of component projects, shall develop detailed, scientific implementation plans that are consistent with the project's objectives and timelines, and commitments to the Government and the National Assembly; and submit them to the Ministry of Transport for review and consolidation of the overall project implementation plan, reporting to the Prime Minister in October 2023. Based on the overall project plan, the Ministry of Transport shall be responsible for promoting, inspecting, and supervising the implementation of all component projects.

Efforts to implement land clearance work.

Regarding the land acquisition, compensation, and resettlement project, the People's Committee of Dong Nai province is preparing a revised project dossier for the Long Thanh International Airport land acquisition, compensation, support, and resettlement project, based on the revised content already submitted to the National Assembly. This dossier will be sent to the Ministry of Transport, which will coordinate with the Ministry of Planning and Investment and the State Capital Management Committee at Enterprises for review and approval by the Prime Minister after the National Assembly approves the revised investment policy, as a basis for further land clearance work.

The People's Committee of Dong Nai province will directly work with the State Audit Office on obstacles in implementing the State Audit Office's conclusions and report to the Prime Minister; at the same time, it will continue to make efforts to urgently implement land clearance work. The Ministry of Natural Resources and Environment will consider and guide the People's Committee of Dong Nai province in implementing compensation, support, and resettlement policies; definitively resolve the "piecemeal" situation in land clearance work, and ensure the handover of land for traffic route No. 2 is on schedule.

The People's Committee of Dong Nai province reports to the Provincial Party Secretary on directing and resolving difficulties and obstacles in land clearance for related roads; and reports and proposes issues falling under the authority of the Prime Minister and the Government.

Ensuring the quality and progress of the Long Thanh International Airport construction project.

Regarding the Long Thanh International Airport construction investment project, phase 1, for component project 1 : The Ministry of Transport is working with the People's Committee of Dong Nai province and the Ministry of Agriculture and Rural Development to arrange suitable locations for the offices of health and animal/plant quarantine agencies.

For Component Project 2 : The Vietnam Air Traffic Management Corporation should urgently implement the project, ensuring quality and progress; and coordinate with relevant ministries, sectors, localities, and agencies during the implementation process.

The People's Committee of Ho Chi Minh City, in coordination with the Ministry of Transport, the Ministry of National Defense, the Ministry of Construction, and other relevant agencies, will determine the detailed planning for the mixed-use land area at 22 Tran Quoc Hoan Street, Ward 4, Tan Binh District, ensuring it conforms to the current legal status of land use and construction permits for the Ho Chi Minh City Air Traffic Control Center Project of the Vietnam Air Traffic Management Corporation, and does not affect the operation and exploitation of the Long Thanh International Airport Project.

For Component Project 3 : The Vietnam Airports Corporation (VAC) is fully responsible for implementation; reassessing management capacity and coordinating construction connections on the site; closely managing the implementation process of the contract packages, assigning responsibility to contractors; promptly detecting and taking corrective measures to resolve errors and conflicts. The VAC will research and apply regulations, standards, and management tools; and manage the entire project using the BIM model.

Regarding Component Project 4 : The Ministry of Transport directs the Civil Aviation Authority of Vietnam to strengthen the capacity of its staff to select investors with experience, capabilities (financial, technical), and reputation in providing essential services to airports, ensuring the enhancement of the competitiveness of Vietnam's aviation industry. Strictly implement the directives of the Deputy Prime Minister in Notice No. 78/TB-VPCP dated March 16, 2023, from the Government Office. The Ministry of Planning and Investment will coordinate in inspecting and guiding the implementation. The Ministry of Justice will coordinate with the Ministries of Planning and Investment and Natural Resources and Environment to inspect and clearly define responsibilities in advising and implementing the selection of investors for Component Project 4.

The Deputy Prime Minister requested the Ministry of Construction to be accountable to the Government, to fulfill the responsibilities of the State Inspection Council regarding the acceptance of construction projects, and to direct its subordinate agencies to conduct on-site inspections of the Project according to their functions and duties; and to be held responsible if any laxity or lack of inspection occurs.
