Ho Chi Minh City spends over 1,000 billion VND to support trade promotion.

During the period 2026-2030, Ho Chi Minh City will spend approximately 1,026 billion VND on trade promotion activities, boosting production, exports, and expanding markets.

The Ho Chi Minh City People's Council has just approved a Resolution stipulating specific policies to support the city's trade promotion activities. The Resolution, effective from December 20, 2025, aims to provide a comprehensive, transparent, and effective legal framework regarding the content and level of support for the city's trade promotion activities. It will create effective policy tools to boost production, exports, domestic market development, enhance business competitiveness, and contribute to the successful achievement of the city's socio-economic development goals in the new period.

The estimated total budget for the period 2026-2030 is 1,026 billion VND, sourced from the city's economic development expenditure budget. Specifically, 187 billion VND will be allocated in 2026, 195 billion VND in 2027, 204 billion VND in 2028, 210 billion VND in 2029, and 230 billion VND in 2030.

The five main areas of support are: promoting domestic trade; promoting foreign trade development; organizing promotional activities to raise public awareness of Ho Chi Minh City's brands, goods, and services among domestic and international consumers; training and capacity building in trade promotion and market development; and building and disseminating information and databases on products, industries, and markets.

The expenditure details and support levels are based on the application of central government regulations on trade promotion, while also closely adhering to the practical implementation in Ho Chi Minh City.

In the domestic promotion activities group, the city supports 50-100% of the costs for programs such as trade fairs, exhibitions, trade weeks, supply-demand connection conferences, and concentrated promotional campaigns. The maximum support is 20 million VND per participating unit.

The program to sell Vietnamese goods to rural areas, industrial zones, export processing zones, and areas far from the city center will receive support for transportation costs, space rental, booth setup, general decoration, electricity, water, sanitation, security, fire prevention and control, medical services , internet, management, opening and closing ceremonies, and promotional activities; the support level is 70% of the costs, with a maximum of 150 million VND per sales event.

In addition, business delegations conducting market research within the country receive full financial support as stipulated by the Ministry of Finance .

In activities promoting foreign trade development, the level of support is even broader. Businesses participating in trade fairs and exhibitions abroad can receive support of up to 300 million VND per unit, covering all costs for booths, decoration, communication, and travel expenses.

International trade fairs in Vietnam for export products are also fully subsidized, but not exceeding 30 million VND per enterprise. In particular, international conferences on export industries in Ho Chi Minh City are not subsidized more than 2 billion VND per program.

The city provides a maximum of 100 million VND in support for each media product promoting the brand of a particular industry. Training and capacity building in trade promotion and market development are fully funded for short-term training courses on business skills, domestic market development, retail network organization, trade promotion operations, and foreign trade development; with a maximum support of 200 million VND per course, a minimum of 50 trainees per class, and no more than 2 trainees per unit. A maximum of 700 million VND is also allocated for building industry and market databases. This is a crucial foundation for businesses to enhance their competitiveness and access comprehensive and accurate market information.

To ensure the policy is implemented effectively, the Ho Chi Minh City People's Committee is tasked with organizing its implementation, monitoring, and strictly handling violations during the use of the allocated funds. The City People's Council and relevant specialized agencies will strengthen supervision of implementation, ensuring that resources are used for the intended purpose and yield the highest possible efficiency.

According to the Ho Chi Minh City Department of Industry and Trade, the total state budget of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province spent on trade promotion activities in the period 2023 - 2025 has continuously increased (2023: reaching VND 143.7 billion; 2024: reaching VND 159.4 billion; 2025: estimated at VND 167.1 billion).

Trade promotion is not only a tool to support businesses, but also a driving force for socio-economic development, contributing to enhancing the image and position of Ho Chi Minh City domestically and internationally.
