Accordingly, after reviewing the report from the Department of Finance, the Chairman of the People's Committee of Dong Nai province directed Deputy Director of the Department of Agriculture and Environment, Diep Truong Vu, to preside over and coordinate with the Dong Nai Provincial Land Fund Development Center to directly work with the People's Committees of relevant communes and wards to understand the difficulties and obstacles arising in compensation, support, and resettlement for projects being implemented in the province.
At the same time, the Department of Agriculture and Environment of Dong Nai Province will take the lead in coordinating and guiding the completion of dossiers, appraisal, and approval of compensation, ensuring the acceleration of compensation and land acquisition, and the timely implementation of the project; monitoring the progress of each project, reporting to the People's Committee of Dong Nai Province on localities that are slow in implementing assigned tasks, and proposing disciplinary action against localities that are behind schedule according to regulations.

The Dong Nai Provincial Land Development Center is proactively working with contractors currently constructing packages under the Resettlement Area Project in Tam Phuoc Ward (planned capital for 2025 is VND 200 billion) and the Infrastructure Construction Project for a Resettlement Area of over 49 hectares in Phuoc Tan Ward (planned capital for 2025 is VND 193.5 billion); requiring contractors to develop plans for mobilizing financial resources, machinery, equipment, and personnel corresponding to the assigned construction volume; and requiring contractors to strengthen construction methods and organize continuous construction using the "3 shifts, 4 teams" method.
In 2025, the Dong Nai Provincial Investment and Construction Project Management Board (the Management Board) was allocated a total capital of VND 7,159.9 billion. To date, the Management Board has only disbursed VND 3,664.7 billion, reaching 50.9%; the remaining capital to be disbursed in the remainder of 2025 is over VND 3,515 billion. This is a very large task, and the Dong Nai Provincial People's Committee requires the Management Board to focus intensely, carefully reviewing each project and each bidding package to clearly identify bottlenecks and subjective and objective reasons leading to slow disbursement.
Based on this, the Dong Nai Provincial Investment and Construction Project Management Board also needs to immediately propose specific and feasible solutions such as: adjusting the construction schedule, reorganizing the supervisory force, and strengthening the supervision of contractors; at the same time, the Management Board should closely coordinate with relevant departments and agencies to resolve obstacles related to documents, procedures, acceptance, payment, etc., ensuring the acceleration of disbursement by the end of 2025.
The Dong Nai Department of Finance will take the lead in coordinating and reviewing the list of projects to be tendered in December 2025. This includes determining the expected bidding time, the value of the tender package, the expected advance payment amount, and reporting to the Dong Nai Provincial People's Committee before December 12, 2025. The Dong Nai Department of Construction will be responsible for guiding, urging, and inspecting investors, project management boards, and contractors in organizing construction in 3 shifts and 4 teams; ensuring the allocation of manpower, machinery, and construction plans to meet the requirements of accelerating progress and maintaining continuous construction.
The Chairpersons of the People's Committees of the relevant communes and wards are directly responsible to the People's Committee of Dong Nai province for the progress of land clearance for projects in their areas; at the same time, they must strengthen direct dialogue with the people, mobilize the entire political system to participate; and resolutely handle and enforce measures against cases of deliberate procrastination and obstruction in the land acquisition, compensation, and site clearance for the construction of public investment projects in their areas.
Project management boards and investors should proactively work with each contractor to review the overall progress, develop and agree on detailed construction plans for each week and each work item; clearly defining the volume to be completed, the manpower and machinery to be mobilized, the completion time, and the responsibilities of each relevant unit. The construction plan must be updated weekly and promptly reported to the competent authority for monitoring, supervision, and guidance.
