Continuing the agenda of the 10th Session, on the morning of December 10th, under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly voted to pass the Law on Disease Prevention with a very high approval rate.
The electronic voting results showed that 440 out of 443 delegates present voted in favor, representing 93.02% of the total National Assembly delegates. With this result, the Law on Disease Prevention was officially passed and will take effect from July 1, 2026.

Regular health check-ups and free screenings: A breakthrough in policy.
The law comprises 6 chapters and 46 articles, marking a new legal framework for disease prevention in the context of urgent practical requirements.
Before the vote, the National Assembly heard a summary report from the Minister of Health , Dao Hong Lan, on the incorporation and explanation of the draft law. According to Ms. Lan, based on the opinions of delegates in group discussions, plenary discussions, the opinions of the Culture and Social Affairs Committee, and the opinions of the National Assembly Standing Committee, the Government has directed relevant agencies to review and incorporate as many suggestions as possible.

Regarding regulations on free periodic health check-ups and screenings, Minister Dao Hong Lan stated that the Government has finalized a mechanism to diversify funding sources, including the state budget, social contributions, and especially the Health Insurance Fund.
The draft law adds a provision to Article 44, amending the Health Insurance Law, according to which citizens will have their costs for routine health check-ups and screenings covered by the Health Insurance Fund free of charge, according to a schedule and the fund's balancing capacity. The Minister assessed this as an important breakthrough in institutionalizing Resolution 20 and Resolution 72.
The disease prevention fund is separated and its expenditure responsibilities are expanded.
According to the Minister, the draft law has been comprehensively revised in terms of professional regulations, especially regarding the prevention and control of non-communicable diseases, mental disorders, and nutrition in disease prevention. The content is developed with a focus on strengthening risk screening, early detection, and timely prevention and treatment, prioritizing vulnerable groups and disadvantaged areas.
Regarding the prevention and control of infectious diseases, the law has been refined based on the incorporation of practical experience, especially from the COVID-19 pandemic prevention and control efforts in the past.

Taking into account the opinions of the National Assembly Standing Committee and delegates, the draft law has been revised to separate the purpose and tasks of the Disease Prevention Fund into two independent components. At the same time, the draft law adds the task of allocating funds for periodic health check-ups and free screening to align with Article 27, ensuring resources for the new policy.
In addition, the draft law has also undergone thorough review regarding technical aspects of its text, refining regulations on state management, the responsibilities of press agencies, and clarifying terms and prohibited behaviors in Articles 5 and 10.
