Vinh Tuy is a rural commune where the people mainly live by farming. The commune has over 31,000 workers participating in the economy , and over 7,000 working away from home. In 2020, a survey showed that only 50.7% of the workforce had received training, but the majority were unskilled laborers with low incomes and unstable employment. Agricultural workers are slow to adopt advanced scientific and technical knowledge, resulting in high production costs and low productivity.
In light of this situation, Vinh Tuy commune has set a resolution target: to create jobs for 1,200 or more workers annually, and to strive for a trained workforce rate of 68.3% by the end of the 2020-2025 term. Vocational training for rural workers in Vinh Tuy commune is implemented with the motto "training linked to job placement after training," training based on the actual needs of workers and the commune's agricultural economic development plan.
Currently, the People's Committee of the commune is focusing on implementing policies, solutions, and programs to support sustainable poverty reduction and vocational training as prescribed; paying attention to providing advice on legal policies, employment, and livelihoods for workers. The commune conducts surveys and investigations to collect data on the vocational training needs of rural workers in the area, and plans to coordinate vocational training according to the needs and aspirations of the people.
The Steering Committee for Vocational Training for Rural Workers in Vinh Tuy Commune actively advises the Party Committee and People's Committee of the commune to promote the dissemination and understanding of the Party and State's policies related to vocational training and job creation; it also broadcasts the weekly "Labor - Employment" program on the radio system, helping workers understand policies on vocational training, the labor market, and register for participation. In addition, Vinh Tuy Commune, in coordination with relevant units, organized more than 30 job fairs in the commune, attracting over 1,100 participants; and linked with companies inside and outside the province to provide vocational training in non-agricultural fields, along with job placement for workers. After vocational training, businesses specializing in handicrafts made from water hyacinth, nylon rope, and plastic rope provide raw materials for workers to process on-site, increasing family income and stabilizing their lives.
According to Vice Chairman of the People's Committee of Vinh Tuy Commune, To Hai Dang, thanks to focused direction and leadership, vocational training linked to job placement for rural workers in the commune has achieved positive results, raising the percentage of trained workers to 76% by 2025, reaching 111.2% of the resolution's target. During the 2020-2025 period, the commune organized over 300 propaganda campaigns, displayed 250 banners, and installed 8 billboards promoting vocational training and job placement for workers; opened 32 vocational training classes with 1,081 participants, including 17 classes in non-agricultural fields and 15 classes in agricultural fields. Statistics show that over 85% of workers in the commune have jobs or are applying their learned knowledge to production. From 2021 to the present, the commune has provided employment for 4,333 workers, achieving 116% of the target set in the resolution.
Encouragingly, the quality of life for the people of Vinh Tuy commune is steadily improving, with the poverty rate decreasing to 3.7% and the average per capita income reaching 73.2 million VND/year. Thanks to vocational training and support in accessing loans for economic development, many farming households have learned how to do business, enabling them to rise out of poverty and legitimately become wealthy on their homeland. Ms. Duong Thi My, residing in Vinh Tan hamlet, shared: “Previously, my family's circumstances were very difficult. Thanks to the local government's attention in teaching me how to weave water hyacinth, and introducing me to businesses, I can now process handicraft products, and all members of my family can do it. As a result, my family has additional income, gradually improving our lives and providing for our children's education.”
