January 6, 1946 is a historic day in the memory of the entire nation when for the first time, Vietnamese people, from urban to rural areas, regardless of class, religion, or gender, were able to hold ballots to vote for the National Assembly . And, the first National Assembly of the Democratic Republic of Vietnam was born.
At that time, the country had just gained independence and was surrounded by difficulties, but under the leadership of the Party, headed by President Ho Chi Minh , the Vietnamese people from North to South conducted the first General Election across the country, opening a new page in the history of democracy for the nation. Especially in the South, the election took place under the fierce bombs of the enemy. In many places, people had to shed blood to exercise their freedom and democracy.
At the first session of the Vietnamese National Assembly, the image of Uncle Ho raising his ballot will forever be a sacred symbol of the will of national unity and the aspiration to build a state “of the people, by the people and for the people”. From those first difficult days until today, the Vietnamese National Assembly has always been the embodiment of the spirit of great national unity, a place to express the will, aspirations and desires of the people throughout the revolutionary periods.
In the flow of history, the National Assembly Delegation of Ho Chi Minh City has strived to contribute to the common achievements of the National Assembly, to the development of the country and of Ho Chi Minh City. Over the years, the National Assembly Delegation of Ho Chi Minh City has gathered many typical elected representatives, including senior leaders, leading experts, intellectuals, businessmen, religious representatives, etc., helping the delegation reflect multi-dimensionally and deeply on the major issues of Ho Chi Minh City and the country.
As a representative of the "super city" Ho Chi Minh City - the country's locomotive in terms of economy , education, science and technology and innovation, with a large population, young and dynamic workforce - the Ho Chi Minh City National Assembly Delegation is not only a bridge to convey the thoughts and aspirations of the city's voters to the National Assembly, but also demonstrates a strategic vision and aspiration for development on a national scale, with a high sense of responsibility for the common interests of the country and people.
Many opinions and recommendations of the Ho Chi Minh City National Assembly Delegation on the National Assembly floor have been paving the way for major decisions on strong decentralization and delegation of power to special urban areas; special financial mechanisms; removing obstacles for public investment; administrative reform; digital transformation; social security policies; hunger eradication and poverty reduction...
One of the memorable marks in the activities of the Ho Chi Minh City National Assembly Delegation is its active participation in summarizing Resolution 54 of the National Assembly and developing Resolution 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. This is an important milestone, clearly demonstrating the role of the Ho Chi Minh City National Assembly Delegation in contributing and creating policies for the sustainable and breakthrough development of Ho Chi Minh City.
The year 2025 is a special milestone in the process of renovating the State apparatus in the spirit of the 13th National Party Congress, when the three delegations of National Assembly deputies of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau merged into the Ho Chi Minh City National Assembly Delegation. Based on the 80-year tradition of the Vietnamese National Assembly and continuing President Ho Chi Minh's ideology of a state "of the people, by the people and for the people", the Ho Chi Minh City National Assembly Delegation enters a new phase with greater responsibilities than ever.
80 years - a long enough journey to clearly see the steadfastness, creativity and constant innovation of the National Assembly in the country's democratic journey. Facing unpredictable changes in the world situation, the National Assembly continues to innovate with a consistent spirit: creation, action and for the people. When the people feel that they are listened to, are represented properly, and are fully reflected in every important decision of the country, then the National Assembly can truly enter the hearts of the people, fulfilling its role as an elected representative.
From the first votes in 1946 to a dynamic, responsible, and profound National Assembly today is a testament to a political institution that always puts people at the center, a state of the people, by the people, and for the people as President Ho Chi Minh once instructed and expected.
