'The country will become a dragon if it can solve institutional problems'

In his opening speech, Major General Doan Xuan Bo, Editor-in-Chief of the People's Army Newspaper , emphasized that 80 years have passed, but the value, significance and lessons learned from the August Revolution are still hotly topical.

According to the Minister, our country is preparing to move to a very important stage of development: becoming a country with an upper middle income and has about 20 - 25 years to make efforts to become a developed country with a high income and a modern industrial base.

The Minister suggested that, in addition to analyzing the great significance of the August Revolution, delegates should also clarify how to take advantage of opportunities and turn challenges into opportunities to achieve success, as our ancestors did when carrying out the August Revolution.

Speaking at the seminar, former Minister of Information and Communications Le Doan Hop emphasized that the success of the August Revolution was thanks to the talented leadership of the Party, in which the core role of the Party was President Ho Chi Minh .

According to Mr. Hop, President Ho Chi Minh's virtue and talent can be summarized in four words: "love of country and people". "If we learn from Uncle Ho, the country will flourish and achieve its goals", Mr. Hop emphasized.

From that, Mr. Hop believes that, in order for the country to become a high-income country by 2045, the most important factor is to fully exploit the power of the people - liberating the people's power.

Former Minister of Information and Communications Le Doan Hop said that the newly issued resolution is only a goal, it is necessary to resolutely issue policies to implement it.

Mr. Hop said that the Resolution of the 4th Congress in 1976 set a target of reaching 21 million tons of food by 1980, but it was not achieved for many years.

"Comrade Vo Thuc Dong, Secretary of Nghe An at that time, became Minister of Agriculture and confided in me that it would take 8-9 years to achieve the target. But in 1988, when Resolution 10 was issued, it was achieved. That was liberating the people's strength," Mr. Hop said.

Referring to the four key resolutions of the Politburo , Mr. Hop said he was "very happy" and said that the two resolutions that played a role in helping the country's economy take off were Resolution 57 on scientific and technological breakthroughs and Resolution 68 on private economic development.

However, according to Mr. Hop, the resolution being issued is the goal, there needs to be specific policies to be effective. "We keep thinking that issuing a resolution is everything. That's not true! Therefore, I think the Party must drastically innovate in building and issuing policies to do it," Mr. Hop suggested.

"The system binds everything"

Dr. Nguyen Si Dung, a member of the Prime Minister's Policy Advisory Council, acknowledged that the country is facing a period of strong transformation when implementing comprehensive institutional reform.

Dr. Nguyen Si Dung said that the country is facing a strong transition period when implementing comprehensive institutional reform.

"By the time of the 100th anniversary of the August Revolution and the founding of the country, our country can become a dragon if we can solve the institutional problem," said Dr. Nguyen Si Dung.

According to Dr. Nguyen Si Dung, to remove institutional bottlenecks, a modern and feasible legal system is an important foundation. Emphasizing feasibility, Mr. Dung said that current laws have too many regulations, rules, and adjustments.

"Now, if you decide on a project, you have to comply with the regulations of the Planning Law, Land Law, Fire Prevention and Fighting Law, and Construction Law. With so many regulations, the feasibility is clearly low," Mr. Dung pointed out.

To increase feasibility, Mr. Dung said, laws must be "less". The National Assembly must have an important function of assessing the necessity of laws, not just making laws. At the same time, it must design a testing mechanism for policies.
