Complete investment in the intersection of Highway 319 with Ho Chi Minh City

A section of the Ho Chi Minh City - Long Thanh - Dau Giay expressway through Dong Nai is currently operated by VEC.

The Ministry of Construction has just sent an official dispatch to the People's Committee of Dong Nai province and the Vietnam Expressway Corporation (VEC) regarding the investment in completing the intersection of Road 319 with the Ho Chi Minh City - Long Thanh Expressway under the Ho Chi Minh City - Long Thanh Expressway expansion project.

According to the Ministry of Construction, the Ho Chi Minh City - Long Thanh Expressway expansion project is a key project, connecting with Long Thanh International Airport, and is being implemented as an emergency construction project1 according to Article 130 of the Construction Law.

With the unique nature of both design and construction, VEC is focusing all resources (finance, human resources), focusing on solving investment procedures to complete the construction design documents to be implemented after the basic design of the Project, meeting the construction progress on the construction site.

Regarding route 319 intersecting with Ho Chi Minh City - Long Thanh expressway at approximately Km19+700 (according to the expressway route), the Ministry of Construction said that up to now, Dong Nai province has completed investing in a part of the intersection in Nhon Trach commune (with BOT 319 Cuong Thuan Joint Stock Company as the investor); the connecting branches on the Long Thanh commune side have not been invested in yet.

According to VEC's report, at the time of approving the Project investment, VEC had not yet decided to fully invest in the partial intersection because the locality had not yet determined the progress of implementing the road items connecting Long Thanh commune and Long Thanh High-Tech Park.

Therefore, the investment in completing the 319 intersection in the Ho Chi Minh City - Long Thanh Expressway expansion project while the connecting road is not completed will not be able to be put into synchronous operation and fully promote the investment efficiency.

To ensure the synchronous exploitation of the Ho Chi Minh City - Long Thanh expressway with the intersection of Highway 319, contributing to ensuring traffic safety, the Ministry of Construction requested VEC to report to the Ministry of Finance to work directly with the People's Committee of Dong Nai province to determine the progress of infrastructure investment connecting with Highway 319 in Long Thanh commune, the progress of site clearance, resettlement, and relocation of arising technical infrastructure (if any).

“Based on the results of the work, construction progress, and the ability to balance the project's capital, VEC immediately proposes the time, plan, and progress of completing the 319 road intersection in accordance with the investment progress of related projects, and at the same time studies the procedures for adjusting the investment project according to its authority to implement the next steps, in compliance with regulations,” the Ministry of Construction's official dispatch signed by Deputy Minister Bui Xuan Dung stated.

Previously, in early September 2025, the People's Committee of Dong Nai province sent an official dispatch to the Ministry of Finance and the Ministry of Construction regarding the investment in completing the intersection of Road 319 with Ho Chi Minh City - Long Thanh Expressway.

According to the People's Committee of Dong Nai province, the Long Thanh High-Tech Industrial Park project was granted an investment certificate in 2015, with an area of 410 hectares, phase 1 with a scale of 120 hectares, and has currently attracted 20 investors with FDI capital of about 400 million USD, of which 5 investors have been operating since the beginning of 2025, 8 investors have signed land lease contracts and are expected to start construction by the end of 2025, and 7 investors are carrying out land lease procedures and are expected to start construction in 2026.

It is expected that by 2026, the Long Thanh High-Tech Industrial Park Project will attract about 20,000 workers.

Currently, the connection to the Long Thanh High-Tech Industrial Park Project through the temporary connecting route with the intersection of Highway 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway causes difficulties for vehicles from the expressway to enter and exit the Long Thanh High-Tech Industrial Park (currently, this intersection is only invested by Dong Nai province for the branches on the Nhon Trach side in the form of BOT, while the branches on the Long Thanh side have not been invested yet).

Therefore, to facilitate traffic connection, attract investors to Long Thanh High-tech Industrial Park, form a traffic axis connecting with Nhon Trach Industrial Park, Phuoc An Port, Cai Mep - Thi Vai Port, create conditions for socio-economic development of Long Thanh, Nhon Trach area of Dong Nai province in particular and the Southeast region in general, the investment in completing the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway is very necessary.

However, in the current situation of the provincial budget facing many difficulties, the complete investment of the 319 intersection in the BOT project is not financially feasible, so the Dong Nai Provincial People's Committee has sent a document requesting VEC to consider adding the investment item of completing the 319 intersection in the Ho Chi Minh City - Long Thanh Expressway expansion project to facilitate traffic connection in the area.

On August 4, 2025, VEC issued Decision No. 866/QD-VEC approving the Ho Chi Minh City - Long Thanh Expressway expansion project, but the project's investment content does not include the complete investment item for the intersection with Highway 319.

“Therefore, we request the Ministry of Finance and the Ministry of Construction to consider and propose that VEC add the investment item to complete the intersection of Road 319 to the project to expand the Ho Chi Minh City - Long Thanh Expressway section,” the leader of Dong Nai Provincial People's Committee proposed.
