According to reports from units, the current land use fee collection through auctions and land allocation only reaches 17.2% of the estimate assigned by the Provincial People's Council and 15.9% of the target assigned by the Provincial People's Committee, equal to 13.1% over the same period.
In order to strive to achieve the estimated target of land use fee collection in 2023, the Provincial People's Committee requires departments, branches, units and localities to urgently accelerate the completion progress, meet the conditions to soon auction projects with basic infrastructure completed at over 70%; invest in completing each area to auction in a rolling manner for large-scale projects. In particular, the Provincial People's Committee only continues to arrange and disburse funds to localities and auction organizers with revenue sources and repay them to the Land Development Fund.
For projects that have organized auctions and allocated land without any participants, the People's Committees of districts, towns and cities will proactively research and adjust prices in accordance with the market situation, meet the real needs of the people, and promptly mobilize land use fee revenue for the State budget.
On the other hand, the Provincial People's Committee requested districts, towns and cities to focus on promoting the maximum exploitation of inter-residential and inter-divided land funds and land plots and land use conversion to increase land use fees for the State budget. The Department of Construction coordinates with relevant departments and branches to urge investors to promptly pay land use fees for urban area and commercial housing projects as committed in 2023; coordinate to resolve difficulties and obstacles for investors; resolutely handle cases of deliberate procrastination and failure to fulfill financial obligations as prescribed.
In addition, the Provincial Land Development Fund reviews and synthesizes land fund development projects that are eligible for auction; have auctioned and allocated land but have no participants to issue documents urging localities and units to organize auctions immediately in the third quarter and early fourth quarter of 2023; continue to monitor developments in the land market and monthly land use fee collection to advise the Provincial People's Committee to propose appropriate handling measures according to the actual situation to promote increased land use fee collection in the last months of 2023.
At the same time, coordinate well with departments, branches, localities, and units to urge the acceleration of construction progress to complete projects; prioritize capital arrangement and disbursement for projects that are about to be completed to strive to soon auction land use fees in 2023...
