On the morning of October 6th, the Ministry of Construction held an online conference to promote the implementation of the housing support project for poor and near-poor households in impoverished districts (referred to as Project 5) under the National Target Program for Sustainable Poverty Reduction. Deputy Minister of Construction Nguyen Van Sinh chaired the conference.
At the Dak Lak provincial venue, Vice Chairman of the Provincial People's Committee H'Yim Kdoh attended and chaired the conference.
According to a report by the Ministry of Construction, the total funding from the central budget for Project 5 during the 2022-2025 period is 4,000 billion VND to build and repair houses for 126,780 households in various localities. To date, the central budget has only disbursed 1,020 out of 1,620 billion VND for the 2022-2023 period.
Currently, 26 provinces have developed projects, with a total of 91,453 households needing support for house construction and repair, corresponding to a total required central government budget of 3,015 billion VND. As of the end of September 2023, 12,877 households had received support, equivalent to 39.7% of the 2023 plan; over 277 billion VND from the central government budget has been disbursed, equivalent to 27.25%.

According to the delegates' assessment at the conference, the disbursement of support funds is still slow; the level of support is still low and insufficient to fund the construction of housing according to prescribed standards; some cases are still hampered by land and planning issues; and the integration of various support funding sources is still limited...
According to a representative from the Dak Lak Department of Construction, the 2023 plan aims to provide housing support to 1,921 households (in the two impoverished districts of M'Drắk and Ea Súp), with a total budget of over 99.5 billion VND. To date, the central government has allocated over 51.7 billion VND (81.58% of the total capital) to Dak Lak, and the provincial budget has also allocated 7.6 billion VND (47.93% of the total capital) to implement Project 5.
Currently, Dak Lak has only provided support to 13 households (in M'Drắk district), and the remaining households are still being assisted. The biggest difficulty for Dak Lak in implementing housing support is determining the land ownership of eligible households. Therefore, Dak Lak requests that central ministries and agencies continue to pay attention, direct, and guide the province in resolving obstacles during implementation. At the same time, they request the timely allocation of funds to enable the province to carry out the work according to the plan.

Speaking at the conference, Deputy Minister of Construction Nguyen Van Sinh highly appreciated the efforts of localities in implementing Project 5, however, the results achieved by many localities were still modest.
Therefore, in the final months of 2023, it is requested that ministries and agencies strengthen supervision and inspection, and promptly resolve difficulties and obstacles for localities. At the same time, localities also need to be proactive and closely follow the implementation plan to ensure the achievement of the set goals; strengthen propaganda and mobilize organizations and individuals to sponsor and contribute funds for the construction of housing for poor and near-poor households…
The Ministry of Construction will review the proposals from the localities and provide written responses and guidance as soon as possible.
