The Central Inspection Committee decided to expel from the Party Nguyen Quang Huy, Party Secretary and Director of Project Management Board 4; and Vu Hai Tung, Party Secretary and Head of the Road Construction Investment Management Sub-Department.

From November 11th to 13th, the Central Inspection Committee held its 50th session in Hanoi. Member of the Politburo, Standing Secretary of the Central Committee, and Chairman of the Central Inspection Committee Tran Cam Tu presided over the session.
At this meeting, the Central Disciplinary Committee considered and concluded on the following matters:
Following the directives of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena; after reviewing the results of inspections when there were signs of violations and the results of self-criticism, and proposing disciplinary action against the Party Committee of the Ministry of Transport , the Central Inspection Committee found that the Party Committee of the Ministry of Transport for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Ministry of Transport and many organizations and individuals to violate Party regulations and State laws in the organization and implementation of bidding packages and projects carried out by Thuan An Group Joint Stock Company; some officials and Party members, including key officials of the Ministry, violated Party regulations and State laws on preventing and combating corruption, waste, and negative phenomena, violated regulations on what Party members are not allowed to do, and violated the responsibility of setting an example.
The aforementioned violations have caused serious consequences, posing a significant risk of loss of state funds and assets, generating negative public opinion, and diminishing the prestige of the Party organization and state management agencies, to the extent that disciplinary action is necessary.
Individual responsibility for the aforementioned violations and shortcomings rests with: Mr. Nguyen Van The, Member of the Central Committee of the Party, Secretary of the Party Committee of the Central Agencies Bloc, former Secretary of the Party Committee and Minister of Transport; Mr. Le Dinh Tho, former Member of the Party Committee and Deputy Minister of Transport; and several other Party organizations and members.
Considering the content, nature, extent, consequences, and causes of the violations; based on the Party's regulations, the Central Disciplinary Committee decided to impose disciplinary measures: Expulsion from the Party for Nguyen Quang Huy, Party Secretary and Director of Project Management Board 4; and Vu Hai Tung, Party Secretary and Head of the Road Construction Investment Management Sub-Department.
The following individuals have been dismissed from all their Party positions: Nguyen Thanh Van, Deputy Director of the Investment and Construction Management Department, former Party Secretary and Director of Project Management Board 85; Phan Duy Khanh, Member of the Party Committee of Project Management Board 85, Party Branch Secretary and Head of the Planning and Synthesis Department; and Vuong Dinh Kieu, Deputy Head of the Technical and Appraisal Department, Project Management Board 6, former Party Branch Secretary and Head of the Planning and Technical Department, Project Management Board 4.
Warning issued to the Party Committees of: Vietnam Road Administration, Project Management Board 4, Project Management Board 85 for the 2020-2025 term; the Party Committee of the Ho Chi Minh Highway Project Management Board for the 2015-2020 term; the Party Committee of the Road Construction Investment Management Sub-Department for the 2022-2025 term; and Mr. Lam Van Hoang, Secretary of the Party Committee and Director of the Vietnam Expressway Administration; Mr. Nguyen Xuan Anh, Member of the Party Committee Executive Board and Deputy Director of the Vietnam Road Administration; and Mr. Nguyen Thanh Hoai, Secretary of the Party Committee and Director of Project Management Board 85.
Reprimands were issued to the Standing Committee of the Party Committee of the Ministry of Transport for the 2020-2025 term; the Party Committees of the Department of Investment and Construction Management, the Ministry's Inspectorate for the 2020-2025 term; and Mr. Le Dinh Tho, former member of the Party Committee, Deputy Minister; Mr. Le Quyet Tien, Secretary of the Party Committee, Director of the Department of Investment and Construction Management; Mr. Bui Quang Thai, Secretary of the Party Committee, Director of the Vietnam Road Administration; and Mr. Nguyen Xuan Cuong, Secretary of the Party Branch, Director of the Transport Department.
The Central Disciplinary Committee has decided to discipline 14 other party members involved.
The Central Inspection Committee has requested the competent authorities to consider and impose disciplinary measures on the Party Committee of the Ministry of Transport for the 2021-2026 term and Mr. Nguyen Van The.
The Central Inspection Committee requested the Party Committee of the Ministry of Transport to lead and direct the timely rectification of the identified violations and shortcomings; and to coordinate the review, consideration, and handling of the responsibilities of Party organizations and Party members who have committed violations, according to their authority.

The Central Disciplinary Committee decided to impose disciplinary action:
The Standing Committee of the Party Committee of the Vietnam Federation of Commerce and Industry for the 2015-2020 term and the following individuals are reprimanded: Mr. Pham Tan Cong, Secretary of the Party Committee and Chairman; Mr. Hoang Quang Phong, Deputy Secretary of the Party Committee and Vice Chairman; Party Committee members and Vice Chairmen: Mr. Vo Tan Thanh and Mr. Bui Trung Nghia; and Mr. Phan Hong Giang, Party Committee member, Standing Committee member, Head of the Party Committee's Organization Department, Deputy Secretary General, Chief of the Party Committee's Office, and Head of the Organization and Personnel Department of the Vietnam Federation of Commerce and Industry.
The Central Inspection Committee has decided to discipline eight Party organizations and four other Party members involved. The Central Inspection Committee has also requested the competent authorities to consider and impose disciplinary measures on the Party Committee of the Vietnam Federation of Trade and Industry for the terms 2015-2020 and 2021-2026.
Also at the meeting, considering the report on the proposed disciplinary action against violating Party members in the Tra Vinh Provincial Party Committee, the Central Inspection Committee found that: Mr. Tran Van Ven, during his time as a member of the Central Enterprise Bloc Party Committee, Secretary of the Party Committee, and Chairman of the Board of Directors of the Southern Food Corporation, had deteriorated in political ideology, ethics, and lifestyle, violated regulations on what Party members are not allowed to do and the responsibility of setting an example, violated Party regulations and State laws in performing his assigned duties and responsibilities, in land management and use, causing very serious consequences, public outrage, and negatively affecting the prestige of the Party organization and the agency/unit where he worked.
Based on Party regulations, the Central Disciplinary Committee proposes that the competent authority consider and impose disciplinary action against Mr. Tran Van Ven.
Considering the results of the supervision of the Standing Committee of the Dak Nong Provincial Party Committee and its members, the Central Inspection Committee requests the Standing Committee of the Dak Nong Provincial Party Committee and its members to continue to promote strengths; seriously review and promptly rectify violations and shortcomings in leadership, direction, and implementation of the Working Regulations; personnel work; management and use of land, resources, minerals; and declaration of assets and income.
Reviewing the results of the inspection of the performance of tasks related to inspection, supervision, and disciplinary enforcement within the Party, and the inspection of Party finances for the Standing Committee of the Provincial Party Committee and the Provincial Inspection Committee; and the inspection of asset and income declarations for members of the Standing Committee of the Tra Vinh Provincial Party Committee, the Central Inspection Committee found that: In addition to the strengths and achievements, the inspected Party organizations and members also had some violations and shortcomings in leadership, direction, and organization of the implementation of tasks related to inspection, supervision, and disciplinary enforcement within the Party; in the management and use of Party finances and assets; and in the declaration of assets and income.
The Central Disciplinary Committee requests that the inspected Party organizations and members continue to build on their strengths; conduct serious self-criticism, learn from experience, promptly rectify the violations and shortcomings that have been pointed out, and report the results to the Central Disciplinary Committee.
Considering the results of rectifying violations and shortcomings following inspections of several Party organizations, the Central Disciplinary Committee requests the Standing Committee of the Provincial Party Committee and the Party Committee of the People's Court of Kon Tum province to continue leading and directing the serious implementation of the conclusions of the Central Disciplinary Committee.
