Improved environment
According to Mr. Vo Thanh, Deputy Head of the Department of Environmental Protection (Department of Natural Resources and Environment of Da Nang City), Tho Quang fishing port has been an environmental hotspot since 2010. To eliminate the "hot spot" of environmental pollution in this area, Da Nang has implemented many solutions focusing on 4 groups including communication, management, technology and monitoring, assigning responsibility to each Department, branch and unit.
After more than 10 years of implementing many environmental protection measures from garbage collection, raising public awareness, detecting and punishing littering... up to now, a chain of garbage collection operations has been formed, wastewater connections have been completed, and surface water and air environment monitoring has been conducted. Public awareness has been raised.
In 2020-2022, the Management Board of Tho Quang Fishing Port and Wharf collected 55.89 m3 of aquatic waste and more than 4,877 m3 of domestic waste from ships and boats docked and anchored and transferred to the Urban Environment Company for treatment. In particular, the model of "Exchanging waste for gifts" has created a change in the actions of fishermen. In the first 6 months of 2022, the Management Board collected nearly 1 ton of waste handed over by fishermen, mainly plastic waste.
In addition to raising awareness among fishermen through propaganda activities, agencies and units have synchronously completed bidding packages No. 9, 10, 11, 12 (VND 146.846 billion) with items such as upgrading and renovating fishing ports and fish markets, building drainage ditches and culverts, and building additional centralized wastewater treatment systems for the port area and fish market with a capacity of 300m3/day and night. The city has also approved and implemented the Tho Quang Boat Lock Dredging Investment Project with a total investment of VND 99.7 billion.
In parallel, patrolling and penalizing work has also been resolutely carried out by units of the City Border Guard Command, the Department of Natural Resources and Environment, the Traffic Inspectorate, and the People's Committee of Son Tra District. From 2020 to present, the functional forces have patrolled and inspected, discovered 221 cases of environmental violations, and imposed fines totaling more than 628 million VND.
Still very difficult
Although initial results have been achieved, with the level of pollution that has been going on for a long time, combined with the pressure on the ability to meet the needs of fishing and transport activities of fishermen, boat mooring and business of small traders, the task of eliminating the "hot spot" of Tho Quang fishing port is still very difficult.
Specifically, environmental pollution is still occurring due to the prolonged dredging project of the wharf, which has not met the initial requirements; the situation of people gathering goods and trading on the wharf embankment, vehicles parking and receiving goods in the wrong place, the exit gate of the fish market still has the situation of wastewater spilling causing bad odor, the drainage infrastructure of the fish market in some locations is degraded; the boats anchored at the wharf are mainly from other provinces, so asking people in other localities to bring garbage ashore, not to litter... takes a lot of time.
Faced with the above reality, the Department of Environmental Protection of Da Nang City proposed that the City People's Committee should assign the Industrial Park Infrastructure Development Company to urgently complete the connection to the new collection pipeline to hand over to the company for management and supervision, and continue to advise on investment proposals for the construction of a new pipeline from Danifood Company to Son Tra Wastewater Treatment Plant.
The city also needs to strengthen supervision, urge, and require management and construction units of the upgrading and renovation packages of fishing ports to ensure quality and progress, acceptance, and handover in accordance with the contract and legal regulations.
In particular, the Traffic Construction Investment Project Management Board needs to urgently implement the dredging project to ensure progress and requirements. The city police also need to urgently install 1 to 2 specialized cameras with high definition and wide viewing range to ensure the combined implementation of the goals of monitoring waste discharge and fire prevention and fighting.
Son Tra District Border Guard Station proposed that there should be regulations to inspect 100% of ships and only allow them to leave the port when they have met all conditions to fulfill their commitment to comply with regulations on ensuring environmental hygiene when entering and leaving, anchoring at the wharf and have a certificate of garbage disposal issued by the wharf Management Board. In addition, the units will also regularly inspect, detect and handle violations to raise awareness for all people when coming to the wharf.
According to Mr. Dang Quang Vinh - Deputy Director of the Department of Natural Resources and Environment, from a hot spot of environmental pollution, the environment at Tho Quang fishing port has gradually improved and will soon become a green - clean - beautiful destination to combine with tourism and economic development of the city. Up to now, although initial results have been achieved in collecting wastewater, environmental sanitation, garbage treatment, foul odors on the surface of the dock and raising public awareness, to achieve the set expectations, the workload and tasks are very large. This requires coordination and determination of agencies, units and localities.
