Maintain universal literacy standards and eliminate illiteracy
Over the past years, Dien Bien has implemented many synchronous solutions to ensure the right to education for all people, especially in remote and border areas. As of December 31, 2024, the province continues to maintain and improve the results of achieving universal preschool education for 5-year-old children, universal primary education level 2, universal lower secondary education level 2 and illiteracy eradication (XMC) level 2.
Statistical results show that 128/129 communes and 10/10 district-level units have met the standards for universal primary education level 3; 129/129 communes and 10/10 district-level units have met the standards for universal secondary education level 3. This achievement helps Dien Bien complete the target of the Provincial Party Congress Resolution for the 2020-2025 term one year ahead of schedule.
In the field of XMC, in 2024 alone, educational institutions opened 61 classes, attracting 1,386 students, with a completion rate of 97.44%. 129/129 communes and 10/10 districts maintained the XMC level 2 standard. In 2025, the whole province continued to deploy 30 XMC phase 2 classes, with 706 students expected to participate.
Mobilizing resources, linking illiteracy eradication with community development
In the period of 2021-2025, Dien Bien organized 175 XMC classes for 4,023 students, 100% of whom graduated or completed the program. Of which, in 2022, 28 classes were opened with 621 students; in 2023, 56 classes were opened with 1,324 students (including 2 classes for 71 students at Na Tau Prison); in 2024, 61 classes were organized with 1,386 students; in 2025, it is expected that 30 classes will be opened for 692 students.
XMC classes are arranged flexibly in terms of time, location, and content, suitable for the level and living conditions of the learners. The teaching staff are teachers from primary and secondary schools in the area, knowledgeable about the language and customs of ethnic minorities.

Mr. Cu Huy Hoan - Deputy Director of the Department of Education and Training of Dien Bien commented: " Eliminating illiteracy is not only the task of the education sector but also the key to opening up development opportunities and improving people's lives, especially in remote areas. The education sector will continue to mobilize maximum resources, closely coordinate with organizations and unions to maintain results and expand learning opportunities for all subjects."
Along with that, the provincial Education sector has launched the movement "The whole country competes to build a learning society, promote lifelong learning" and replicates the models of "Learning Family", "Learning Clan", "Learning Community", "Learning Citizen". Activities in response to Lifelong Learning Week and Vietnam Book and Reading Culture Day are maintained regularly, contributing to raising public awareness of the meaning of continuous learning.
Towards sustainability
In the 2024-2025 school year, the province will have 484 schools and centers with more than 211,000 students and trainees. The rate of mobilizing 5-year-old children to attend kindergarten is 99.93%; the rate of 6-year-old children to attend grade 1 is 99.96%. The quality of general education continues to improve: the rate of primary school students completing the curriculum is 99.53%; the results of the high school graduation exam according to the 2018 General Education Program are 99.82%.
The school network is scientifically organized, associated with policies to encourage learning, encourage talents and support learners, especially students from ethnic minority areas. This is a solid foundation for the effective implementation of the XMC work, while creating conditions for people to continue studying at higher levels or participate in vocational training.
Dien Bien determined that the work of XMC does not stop at helping people learn to read and write, but also aims at a sustainable goal: creating conditions for students to continue studying in supplementary programs, vocational training or skills training courses. This is the solution for knowledge to be applied to production, business, improving income and quality of life.

The XMC work is also linked to the National Target Programs, especially the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas. The teaching content is integrated with technical guidance on agricultural production, small business, family financial management, etc., suitable to the conditions of each locality.
Based on the achievements, Dien Bien aims to continue maintaining the level 2 XMC standard, while improving teaching quality and expanding class size. Close coordination between the government, education sector and social forces is considered a key factor helping the province maintain its position as one of the localities with a strong XMC movement, contributing to improving people's knowledge and sustainable development of ethnic minority and mountainous areas.
