Latest developments in the research and formation of Ninh Binh International Airport

The People's Committee of Ninh Binh province has recently sent a document to the Ministry of Construction , the Civil Aviation Authority of Vietnam, and the Vietnam Air Traffic Management Corporation regarding the preparation of a research project on the feasibility of establishing Ninh Binh International Airport.

According to Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh Provincial People's Committee, in implementing the directives of the Party, Government, and Ministry of Construction, the province has recently assigned the Ninh Binh Department of Construction to conduct surveys and develop a research project on the feasibility of establishing Ninh Binh International Airport.

This project aims to assess the necessity, feasibility, and conditions for the formation, and to propose the location, scale, and capacity of Ninh Binh International Airport, ensuring it aligns with long-term development orientations and needs. It will serve as a basis for reporting to the Ministry of Construction for consideration, and then to the Prime Minister for a decision on adding Ninh Binh International Airport to the National Aviation and Airport System Development Master Plan for the period 2021-2030, with a vision to 2050.

"To ensure the effectiveness and feasibility of the Project, especially regarding the airspace and flight procedures of Ninh Binh International Airport, we request that the Ministry of Construction, the Civil Aviation Authority of Vietnam, and the Vietnam Air Traffic Management Corporation continue to pay attention to, facilitate, coordinate, and support the Ninh Binh Provincial People's Committee and the Ninh Binh Department of Construction in evaluating technical issues related to the airspace and flight procedures of Ninh Binh International Airport," the official letter from the Ninh Binh Provincial People's Committee stated.

The Ninh Binh Provincial People's Committee has proposed a plan to build Ninh Binh International Airport in Liem Tuyen ward due to its relatively convenient location near key transportation hubs.

If approved, Ninh Binh International Airport is about 80 km from Noi Bai International Airport; Cat Bi Airport (Hai Phong) about 85 km; Gia Binh Airport (under research) about 63 km; Tho Xuan Airport (Thanh Hoa) about 85 km.

In addition, Ninh Binh International Airport will be about 5 km from stations on the North-South high-speed railway line, including Phu Ly station, about 43 km from Ninh Binh station, about 17 km from Nam Dinh station; about 8 km from the center of the old Phu Ly city; about 30 km from the old Hoa Lu; and about 22 km from the old Nam Dinh.

The planned scale of Ninh Binh International Airport is about 720 hectares, planned to meet level 4E standards according to the classification of the International Civil Aviation Organization (ICAO), with 2 parallel dependent runways (capable of operating B787, B777, A350...).

The airport will have an initial design capacity of about 10 million passengers/year; there will be land reserves for expansion to meet development needs in the next phases.

It is estimated that the land clearance required for the construction of Ninh Binh International Airport will involve approximately 1,080 households, 15 cemeteries, 2 religious establishments (pagodas), and 4 schools.

In late July 2025, the Ninh Binh Provincial People's Committee requested the Ministry of Construction to pay attention to, support, and create favorable conditions for the locality in the process of developing, appraising, and submitting to the Prime Minister the Project "Research on the feasibility of forming Ninh Binh International Airport," with the aim of considering adding Ninh Binh International Airport to the overall plan for the development of the national airport system for the period 2021-2030, with a vision to 2050.

After being approved by the Prime Minister for inclusion in the National Master Plan, Ninh Binh province will review and adjust the provincial plan for the period 2021-2030, with a vision to 2050, to update the location and scale of Ninh Binh International Airport to ensure compliance with legal regulations.

At the same time, the locality will research and propose solutions, mechanisms, and policies; implement investment procedures and promote the mobilization of social resources to invest in the construction of Ninh Binh International Airport, contributing to promoting socio-economic development as well as completing the regional and national transportation infrastructure network.

According to the Ninh Binh Provincial People's Committee, the establishment of an international airport will not only serve as an important gateway for trade, meeting the growing travel needs between countries and regions, but also as a driving force to attract investment, enhance competitiveness, and boost the production capacity of the economy.

Ninh Binh International Airport will contribute to promoting regional and inter-regional connectivity, effectively exploiting the potential for heritage, cultural, and spiritual tourism, and creating more job opportunities and livelihoods for the people.

At the same time, the construction of the aforementioned airport also plays a crucial role in the economic restructuring process, accelerating urbanization, improving the quality of life, and contributing to the rapid and sustainable socio-economic development of Ninh Binh province. This will create a ripple effect on neighboring areas, consolidating and enhancing the province's role and position as an important economic center of the Red River Delta region.

Based on that, Ninh Binh province has identified the development of an international airport as one of its key transportation infrastructure projects, playing a crucial role in promoting the socio-economic development of the locality.
