Accordingly, the area subject to the planning adjustment is located in Thach Ban ward, Long Bien district, bordered to the north by an internal road and a plot of land for high-rise residential buildings, and to the remaining sides by planned roads. The scope of the study for the local adjustment of the detailed planning covers an area of approximately 60,284 m2.
The purpose of this adjustment is to concretize the local adjustment of the N10 urban zoning plan, scale 1/2,000, for land plots designated G.6/TH, G.6/THCS, and G.6/THPT, which have been approved by the competent authority. It aims to resolve obstacles in land clearance for the Thach Ban housing project, effectively utilize the land, and expedite the investment and construction of school facilities to serve the community in Long Bien district in particular and Hanoi city in general. It also provides a legal basis for establishing investment projects in accordance with the approved plan and serves as a basis for management agencies and local authorities to manage construction in accordance with the law.
Adjustment principle: Local adjustments to school land plots designated as primary, secondary, and high school in the 1/500 scale detailed plan for renovation, upgrading, and new construction of residential areas in Thach Ban ward, covering an area of approximately 60,284 m2 (including land functions for primary, secondary, and high schools and a 13.5m wide road) regarding function (specifically, adjusting the alignment of the 13.5m wide road, swapping the locations of primary and high school land plots, adding green space for residential units, and adjusting the area of school land plots), and architectural planning indicators according to the approved policy, in accordance with the approved local adjustment of the N10 urban sub-area planning, 1/2,000 scale, at land plots G.6/TH, G.6/THCS, and G.6/THPT. Maintain the existing surrounding technical infrastructure network as per the approved plan, meeting the social and technical infrastructure standards of the area in accordance with the National Technical Regulations and current design standards.
Allows adjustment of the corresponding contents of the land plots for primary, secondary, and high schools in the 1/500 scale detailed plan for renovation, upgrading, and new construction of residential areas in Thach Ban ward, approved by the People's Committee of Hanoi City in Decision No. 2865/QD-UBND dated June 11, 2009.
Compliance with current National Technical Regulations and Design Standards. Other contents not within the scope of local adjustment remain unchanged according to the 1/500 scale detailed plan for renovation, upgrading and new construction of the residential area in Thach Ban ward approved by the People's Committee of Hanoi City in Decision No. 2865/QD-UBND dated June 11, 2009 and other relevant decisions and regulations of competent authorities.
Content of the local planning adjustment: According to the detailed planning at a scale of 1/500 for the renovation, upgrading, and new construction of the residential area in Thach Ban ward, approved by the People's Committee of Hanoi City in Decision No. 2865/QD-UBND dated June 11, 2009, the land plot designated TH (function of primary school with a land area of 19,800m2, building density of 18.2%, average height of 2.1 floors), the land plot designated THCS (function of secondary school with a land area of 17,100m2, building density of 21.1%, average height of 2.1 floors), and the land plot designated THPT (function of high school with a land area of 20,930m2, building density of 18.6%, average height of 2.6 floors) are adjacent to each other across the planned 13.5m road. Currently, the locations of the primary and secondary schools are being swapped; the scale, boundaries, and architectural planning indicators of the school construction plots are being adjusted; a portion of the school land and 13.5m wide road land is being converted to residential green space and road land; and the alignment of the 13.5m road section passing through the school plots is being adjusted.
The People's Committee of Hanoi City assigns the People's Committee of Long Bien District to preside over and coordinate with the Housing and Urban Development Investment Corporation - Ministry of National Defense and the Department of Planning and Architecture to publicly announce the local adjustments to the approved detailed planning so that relevant organizations, agencies and the people are aware and can implement them.
