Noting that the world and regional context continues to develop in a complex and unpredictable manner, with many potential factors of instability, and that the country still faces many difficulties and challenges, the Prime Minister emphasized that the military needs to be proactive, sensitive, improve its research and forecasting capacity, perform well its strategic advisory function to the Party and State on military and national defense, and have flexible and effective response strategies to situations. The Prime Minister also requested to focus on researching and advising on the completion of the summary of the 8th Resolution of the 11th Central Committee on the Strategy for National Defense in the new situation. In addition, it is necessary to focus on advising and handling international relations flexibly, effectively, and early to prevent the risk of war and conflict from afar.
Regarding the adjustment of the military force, the Prime Minister emphasized that it must be methodical, strict, certain, effective, and achieve the goal of being lean, compact, strong, effective, and efficient. "These are big, important issues; the implementation process must be strict, resolute, persistent, with a roadmap and appropriate steps, not subjective or hasty, but not perfectionist or slow," said the Prime Minister.
Recalling in his speech at the recent Central Military Commission Conference, General Secretary Nguyen Phu Trong emphasized the spirit of setting an example and being exemplary for the Party Committee of the Army and the entire army; training military cadres in the spirit of "7 dares", the Prime Minister requested the Central Military Commission and the Ministry of National Defense to concretize the General Secretary's direction into directive documents and organize dissemination and serious implementation throughout the army.
The Prime Minister also noted the need to ensure adequate and timely logistics, technology, and development of a modern, dual-use defense industry; strive to master design, foundation technology, core technology, and increase the localization of weapons, equipment, and defense products. According to the Prime Minister, these are very new and difficult issues that require high determination and specific policies and mechanisms to ensure successful implementation; at the same time, inspection and supervision must be strengthened to avoid negativity, waste, and violations of the law.
