During the meeting, the People's Committees of the two communes reported on the difficulties and obstacles encountered in implementing the two-tiered local government model. The decentralization and delegation of power (in some areas such as recruitment, planning, investment management, finance, etc.) still suffers from overlapping responsibilities, lack of guidance, and unclear delineation of the province's authority and the commune's direct responsibilities; the workload after the merger has increased significantly while staffing remains insufficient, the structure is not rational, and many positions require multiple roles. Disbursement of public investment and implementation of national target programs face many difficulties due to the commune's lack of a specialized project management board and a shortage of professional staff. In addition, the communes also reported difficulties in land management, budget collection, and livestock disease prevention and control, especially African swine fever, which has caused significant losses to the people…

Yen Nguyen commune requested the province to supplement funding for the repair and upgrading of dilapidated rural roads; to promptly issue a Resolution specifying the collection of fees and charges in accordance with the two-tiered government model; to allocate specialized personnel according to population size; to allocate budget for the implementation of projects under the National Target Program for Sustainable Poverty Reduction; to provide guidance on establishing a support unit for the New Rural Development Program; and to assign veterinary officers at the commune, village, and hamlet levels to serve in disease prevention and control. At the same time, it requested the Ministry of Finance and the Ministry of Construction to provide guidance on the establishment of specialized investment and construction project management boards at the commune level.

Kim Binh commune has requested the province to issue regulations clearly defining the minimum number of personnel and professional qualifications for each job position; and to provide unified guidance on decentralization and delegation of authority in overlapping areas. The commune also requested the province to assign qualified and experienced provincial-level officials in education, science and technology, and digital transformation to directly support the initial phase of the new model; to organize in-depth training courses in specific fields, especially in the use of artificial intelligence applications in management and administration; and to consider prioritizing the allocation of personnel to strengthen commune-level administrative agencies. Furthermore, the commune requested the central government to provide guidance on establishing or assigning investors for basic construction projects following the reorganization of the two-tiered government structure.

In her concluding remarks, Comrade Ly Thi Lan, Head of the Provincial Delegation of National Assembly Deputies, acknowledged the efforts and achievements of the government and people of the two communes in the initial phase of implementing the two-tiered local government model. She emphasized that the opinions and suggestions from the grassroots level are important and practical information for the Provincial Delegation of National Assembly Deputies to compile and report to the National Assembly and relevant authorities for consideration and adjustment of policies, addressing difficulties, and creating favorable conditions for the grassroots to effectively carry out socio-economic development, maintain national defense and security, and improve the lives of the people.
