Foreign affairs of the week: General Secretary To Lam successfully concludes his visit to four countries: Kazakhstan, Azerbaijan, Russia and Belarus; United Nations Vesak 2025

TG&VN Newspaper reviews some outstanding activities of Vietnam's foreign affairs during the week from May 5-12.

High-level diplomacy

On the evening of May 12 (local time), General Secretary To Lam and his wife Ngo Phuong Ly left the capital Minsk, Belarus, concluding their working trip to four countries: Kazakhstan, Azerbaijan, Russia and Belarus from May 5-12. With more than 80 dense and diverse activities during 8 days in four countries , General Secretary To Lam had talks and meetings with senior leaders of the countries, met and exchanged with political parties, sectors, businesses, visited a number of economic and cultural establishments, and met with the Vietnamese community in the countries.

The General Secretary also attended the 80th Anniversary of Victory in the Great Patriotic War in Russia and the 80th Anniversary of Victory over Fascism in Kazakhstan , thereby expressing Vietnam's respect and honor for the great sacrifices and losses of the countries of the former Soviet Union in the fight against fascism, ending the world war and opening a new page in history for the revolutionary and national liberation movements around the world, including Vietnam.

President Luong Cuong sent a congratulatory message to Cardinal Robert Francis Prevost on his election as the 267th Pope of the Roman Catholic Church and his papal name Leo XIV (May 10); and to Mr. Brice Clotaire Oligui Nguema on his inauguration as President of Gabon (May 9).

Receiving Mr. Kiren Rijiju, Minister of Parliamentary and Minority Affairs of India, on the occasion of attending the United Nations Day of Vesak on May 6, President Luong Cuong suggested that Vietnam and India should further promote cooperation in the fields of economics, trade and investment, commensurate with the potential of the two countries as well as the comprehensive strategic partnership.

With the theme “Solidarity and Tolerance for Human Dignity: Buddhist Wisdom for World Peace and Sustainable Development”, the 2025 United Nations Day of Vesak held in Vietnam from May 6-8 was a great success. In particular, the 2025 International Conference on Vesak within the framework of the activities of the Day gathered more than 1,200 delegates, scholars, and Buddhist intellectuals from 85 countries and territories.

Receiving Mr. Benjamin Dousa, Minister of International Development Cooperation and Foreign Trade of Sweden on May 12, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to strengthening the traditional friendship and multifaceted cooperation with Sweden; he believes that Minister Benjamin Dousa's visit to Vietnam will contribute to promoting cooperation between the two countries in the coming time.

On May 9, Prime Minister Pham Minh Chinh received Chinese Ambassador to Vietnam Ha Vi to report on the areas of cooperation between the two countries. The Prime Minister suggested that both sides make efforts to effectively implement the results achieved during the high-level visits and contacts between Vietnam and China, especially turning the common perception between the two General Secretaries into concrete achievements, promoting substantive cooperation in areas with new progress, bringing practical benefits to the people of the two countries.

On the occasion of Singapore's successful organization of the 14th National Assembly election with the victory of the People's Action Party (PAP), on May 8, Prime Minister Pham Minh Chinh had a phone call with PAP Secretary General, Singaporean Prime Minister Lawrence Wong . The two Prime Ministers agreed to discuss bilateral cooperation and other issues in detail on the occasion of the upcoming ASEAN Summit in Malaysia.

Receiving a delegation from the US-China Economic and Security Review Commission (USCC) of the US Congress, led by USCC Chairwoman Reva Price, on May 7, Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to negotiate with the US for the benefit of the people and businesses of the two countries, towards balanced and sustainable trade, and considers this an opportunity to restructure the economy, diversify markets, products and supply chains, and continue to build an independent and self-reliant economy associated with proactive and active international integration, deeply, substantially and effectively.

Phone call with Australian Prime Minister Anthony Albanes On May 6, on the occasion of the Labor Party's victory in the National Assembly election (May 3), Prime Minister Pham Minh Chinh asked the Australian Government to continue devoting resources and attention, giving high priority to the Southeast Asian region, including Vietnam.

On May 6, Prime Minister Pham Minh Chinh received Mr. Tomas Heidar, President of the International Tribunal for the Law of the Sea (ITLOS) and the ITLOS delegation. At the meeting, the Prime Minister reaffirmed Vietnam's consistent policy of strictly respecting and complying with international law, including the 1982 UNCLOS.


Activities of Deputy Prime Minister and Minister of Foreign Affairs

Deputy Prime Minister and Foreign Minister Bui Thanh Son answered the press about the results of the visit of General Secretary To Lam and the Vietnamese high-ranking delegation to Kazakhstan, Azerbaijan, Russia and Belarus from May 5-12. The Deputy Prime Minister and Minister affirmed that the results achieved during the working trip will be an important foundation, motivation and inspiration for Vietnam and the countries to continue to inherit, promote and enhance the traditional friendship, contributing to the development of each country.

On May 12, on the occasion of accompanying General Secretary To Lam on a state visit to Belarus, Deputy Prime Minister and Minister Bui Thanh Son had a meeting with Belarusian Foreign Minister Maxim Ryzhenkov .

On the occasion of General Secretary To Lam and his wife and a high-ranking Vietnamese delegation's official visit to Russia and attendance at the 80th Anniversary of Victory Day in the Great Patriotic War, Deputy Prime Minister and Minister Bui Thanh Son gave an interview to the Russian press .

Within the framework of General Secretary To Lam's State visit to Azerbaijan, on May 8, in Baku, Deputy Prime Minister and Minister Bui Thanh Son met with Azerbaijani Foreign Minister Jeyhun Bayramov .

On the occasion of General Secretary To Lam and his wife and the high-ranking Vietnamese delegation's state visit to Kazakhstan, Deputy Prime Minister and Minister Bui Thanh Son gave an interview to the Kazakh press .


Bilateral diplomacy

On May 8, at the headquarters of the Ministry of Foreign Affairs, Member of the Party Central Committee, Deputy Minister of Foreign Affairs Nguyen Manh Cuong had a cordial reception for Ms. Chea Kimtha, Ambassador of Cambodia to Vietnam . Emphasizing that in recent years, trade between the two countries has grown very well, Deputy Minister Nguyen Manh Cuong wishes to coordinate with the Embassy and relevant agencies to increase the trade turnover between the two countries to 20 billion USD.

Receiving a delegation from the Guangxi Zhuang Autonomous Region led by Vice Chairman Liao Pinhu for a courtesy visit and to discuss measures to promote cooperation in various aspects between Guangxi and Vietnamese localities on May 8, Vietnamese Ambassador to China Pham Thanh Binh said that Vietnam always highly appreciates the cooperation mechanisms between Guangxi and Vietnamese localities, especially with provinces sharing the border.

On May 6, the Russian Embassy in Vietnam held a reception to celebrate the 80th anniversary of Victory Day in the Great Patriotic War (May 9, 1945 - May 9, 2025). Deputy Prime Minister Tran Hong Ha attended and delivered a speech at the event.

During the visit of General Secretary To Lam to Kazakhstan, Azerbaijan, Russia and Belarus from May 5-12, President of Azerbaijan Ilham Aliyev gave an interview to the press to assess the current bilateral relations and cooperation between the two countries; Vietnamese Ambassador to Belarus Nguyen Van Ngu highlighted the significance and highlights of the historic visit of the bilateral relations. Vietnamese Ambassador to Russia Dang Minh Khoi emphasized that General Secretary To Lam's official visit to Russia and attendance at the 80th Anniversary of Victory Day in the Great Patriotic War affirmed the historical legacy, the current state of bilateral relations and looked towards a new future.


Multilateral diplomacy

The Vietnamese Embassy in the United States brought the Nhat Binh ao dai from a special collection by designer Cao Minh Tien to the Diplomatic Corps Fashion Gala with the theme: "Creating Power, Designing Peace" organized by the Woodrow Wilson Presidential Residence Museum for the second time in Washington DC on May 5. Vietnamese Ambassador to the United States Nguyen Quoc Dung and his wife Tran Thi Bich Van attended the event.

From April 28 to May 9, at the United Nations (UN) headquarters in New York (USA), the third and final session of the Preparatory Committee (PrepCom 3) took place to prepare for the organization of the 11th Review Conference (RevCon11) of the Nuclear Non-Proliferation Treaty (NPT) in 2026. Notably, the PrepCom3 session agreed to nominate Vietnam for the position of Chair of the 11th NPT Review Conference in 2026 based on the nomination of 120 member countries of the Non-Aligned Movement (NAM).

On May 7, the UN General Assembly held an official session to commemorate the 80th anniversary of the end of World War II , the most catastrophic war in history, causing countless pain and loss to humanity. Ambassador Dang Hoang Giang, Head of the Vietnamese Delegation to the UN, affirmed the significance of the end of World War II for peace, independence and freedom of nations.

Ambassador Dang Hoang Giang had a working session with Mr. Bob McCooey, Vice President of Nasdaq on May 5 to discuss the economic situation, international trade and cooperation between Nasdaq and Vietnamese agencies and enterprises.

On May 7, the 17th ASEAN Ministers Responsible for Information (AMRI) Meeting and the 8th ASEAN+3 Information Ministers Meeting (with China, Japan, and South Korea) took place in the capital city of Brunei, Bandar Seri Begawan. The Vietnamese delegation led by Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh attended and made positive contributions to the Conference.

A photo exhibition celebrating the 50th anniversary of the ASEAN-New Zealand Dialogue Partnership opened on May 8 at the ASEAN Secretariat in Jakarta, Indonesia. Ambassador Ton Thi Ngoc Huong, Head of the Permanent Mission of Vietnam to ASEAN - the coordinator of ASEAN-New Zealand relations, emphasized that ASEAN countries are ready to embark on a new journey with New Zealand and look forward to raising the level of this heritage partnership this year.

On May 6, Ambassador Ton Thi Ngoc Huong chaired the 76th meeting of the Initiative for ASEAN Integration (IAI) Task Force . This is the second meeting chaired by Vietnam in its role as Chair of the IAI Task Force in 2025.

On May 5, Ambassador Vu Le Thai Hoang, Head of the Permanent Mission of Vietnam to the United Nations and international organizations in Vienna (Austria) attended and delivered a speech at the opening session of the 64th session of the Legal Subcommittee under the Committee on the Peaceful Uses of Outer Space, United Nations Office on Outer Space Affairs (UNOOSA).


Spokesperson News

On May 12, Foreign Ministry Spokesperson Pham Thu Hang answered a reporter's question asking about Vietnam's reaction to Russian President V. Putin's proposal on May 11 to resume direct negotiations with Ukraine.
