Urging disbursement of public investment capital for agricultural projects and works

On November 1, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on the disbursement of public investment capital for projects invested by the Project Management Board for Investment in Construction of Agricultural and Rural Development Works.

In 2023, the Project Management Board was allocated a planned capital of more than 330 billion VND; by October 30, 2023, 184,183 billion VND had been disbursed, reaching a rate of 55.8%. The capital assigned by the Ministry of Agriculture and Rural Development was disbursed 2,288 billion/42.5 billion VND, reaching a rate of 5.46%. Regarding the progress of project implementation, some projects encountered difficulties and were behind schedule, such as: Than River Reservoir Project, currently the construction packages have reached over 80%; disbursement of capital in 2023 was 11,727 billion VND, reaching 19.9%, it is expected that by the end of the year, all 59 billion VND of the allocated capital will be disbursed. Storm shelter project, combined with Ca Na fishing port, disbursed 3.9%; It is expected that by the end of 2023, when the results of contractor selection, contract signing and provisional disbursement are available, all allocated capital (40 billion VND) will be disbursed. The project to complete the level II pipeline and level III canal of the Cai River-Tan My Irrigation System has a total investment of 366,187 billion VND; 8.65 billion/81,626 billion VND has been disbursed; it is expected that by the end of the year, the disbursement will reach 56,248/81,626 billion VND. The remaining projects such as: Groundwater storage project for agricultural and forestry development, improving water use efficiency; repairing and improving dam safety; Kien Kien reservoir system, Tan My-Ba Rau Lake-Song Trau Lake water transfer system project... have basically been implemented according to the required progress. Some projects have been and are completing final settlement.

Speaking at the conclusion of the meeting, Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, requested the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works to proactively review and promptly remove difficulties and obstacles; urge contractors to speed up project implementation progress; take measures to handle contractors who are behind schedule. In addition, coordinate with relevant departments and localities to speed up site clearance progress; make advance payments and timely payment of capital to have a basis to urge contractors to perform according to the committed workload. The Department of Natural Resources and Environment and localities with recovered land need to complete the dossier of proposal for conversion of forest land in accordance with regulations; speed up the settlement of land-related procedures to pay compensation for site clearance, and promptly hand over land to contractors to implement the project. The site clearance process needs to be carefully reviewed, ensuring tight records, handing over and marking specific recovery boundaries, and not allowing problems to arise. The capital disbursement time in 2023 is very limited, so there needs to be effective solutions, high determination, and striving to disburse the maximum amount of allocated capital. In cases where there are still difficulties in disbursement due to objective reasons, it is necessary to proactively coordinate with sectors and units to complete procedures to request extensions, extend the project completion time, and request capital transfers in accordance with regulations.
