Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 63/QD-TTg approving the plan to simplify internal administrative procedures between state administrative agencies under the management of the Ministry of National Defense.
According to the decision, 18 internal administrative procedures in 7 areas within state administrative agencies under the management of the Ministry of National Defense have been simplified.
Specifically, two internal administrative procedures in the field of investment promotion management have been simplified: the procedure for developing and adjusting investment promotion programs, and the procedure for investment promotion not included in investment promotion programs.
In the field of reserve officer management, four internal administrative procedures have been simplified: the procedure for initial registration of reserve officers, the procedure for supplementary registration of reserve officers, the procedure for registration of transferred reserve officers, and the procedure for individual registration of reserve officers.
In the field of civil enforcement, two internal administrative procedures have been simplified: the procedure for coordinating the development of a plan to ensure the enforcement of civil judgments within the military, and the procedure for establishing and changing members of the examination council for the selection of enforcement officers in the enforcement department, as well as the procedure for proposing appointments, dismissals, removals from office, and awards in the field of civil enforcement within the military.
In the field of managing post-war mine and unexploded ordnance clearance activities, two internal administrative procedures have been simplified: the procedure for establishing, appraising, and approving national-level programs and plans for post-war mine and unexploded ordnance clearance, and the procedure for establishing, appraising, and approving provincial/city-level programs and plans for post-war mine and unexploded ordnance clearance.
In the field of military and defense work, procedures for establishing and dissolving military commands and appointing and dismissing officials of military commands at the ministerial and central government levels have been simplified.
In the field of industrial mobilization, five internal administrative procedures have been simplified, including: the procedure for assigning tasks to survey the production and repair capacity of industrial enterprises; the procedure for developing and submitting the state plan on industrial mobilization; the procedure for developing and submitting the industrial mobilization plan of ministries, ministerial-level agencies, and provincial People's Committees; the procedure for developing, submitting for approval, adjusting, and supplementing the list of industrial enterprises eligible for mobilization; and the procedure for notifying industrial mobilization decisions.
In the field of military science, two internal administrative procedures have been simplified: the procedure for collecting information on the application of national-level science and technology tasks containing state secrets and military secrets, and the procedure for collecting information on national-level science and technology tasks currently being carried out using state budget funds.
