Comrade Bui Manh Tuong was appointed Secretary of the Hai Duong Provincial Party Committee.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, presented the decision and offered flowers to congratulate Comrade Bui Manh Tuong.

On the morning of January 7th, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, attended the conference and presented the decision of the Provincial Party Standing Committee appointing Comrade Bui Manh Tuong, Head of the General Affairs Department of the Hai Duong Provincial Party Committee Office, to the position of Secretary to the Provincial Party Secretary from January 1st, 2025 to December 31st, 2029.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, delivered a speech assigning tasks to the newly appointed Secretary to the Provincial Party Secretary.

In his remarks assigning the new duties, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, assessed Comrade Bui Manh Tuong as a well-trained cadre with good work capacity, firm political qualities, and a healthy moral character and lifestyle. In all his positions, he has always excellently and successfully completed the tasks assigned to him.

The position of Secretary to the Provincial Party Secretary is very important. Being assigned this task is a great honor, but also a heavy responsibility for Comrade Bui Manh Tuong.

The newly appointed Secretary to the Provincial Party Secretary needs to continue to thoroughly study the functions, duties, powers, and responsibilities; cultivate experience, develop the capacity to perform specific tasks, meet requirements, and assist the Provincial Party Secretary in ensuring timely and high-quality handling of work.

In his acceptance speech, Comrade Bui Manh Tuong respectfully thanked the Standing Committee of the Provincial Party Committee for their trust and decision to appoint him as Secretary to the Provincial Party Secretary; and acknowledged the opinions and assignments given by the Standing Deputy Secretary of the Provincial Party Committee.

In his new position, Comrade Bui Manh Tuong pledged to continuously cultivate and improve his political acumen, maintain moral character, set a good example, and strive to learn to enhance his professional skills and expertise, aiming to do even better in advising the Provincial Party Secretary.

Comrade Bui Manh Tuong expressed his hope to continue receiving the attention, leadership, guidance, and assistance of the Standing Committee of the Provincial Party Committee and the members of the Provincial Party Committee's Standing Board; and the attention and support of the leaders and staff of the Provincial Party Committee Office so that the collective of the Provincial Party Committee Office can uphold the tradition of unity and solidarity and successfully complete the assigned tasks.

Comrade Bui Manh Tuong was born in 1981 in Thach Son commune, Anh Son district (Nghe An province). He holds a Bachelor's degree in Law, a Bachelor's degree in Foreign Trade Economics, a Master's degree in International Economics, and advanced political theory qualifications.

Before transferring to the Provincial Party Committee Office and assuming the position of Head of the General Affairs Department, Comrade Bui Manh Tuong had a long career working at the Ministry of Public Security and the Central Organization Department.
