CTTĐT – On the afternoon of April 3, 2025, Lao Cai Provincial People's Committee held a working session with Vietnam National Coal - Mineral Industries Group (TKV) to assess the investment activities of the Group's units in Lao Cai province; resolve difficulties and problems and make recommendations and proposals of TKV.

Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting; attended by Comrade Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee, Comrade Nguyen Trong Hai - Vice Chairman of the Provincial People's Committee, Mr. Vu Anh Tuan - General Director of Vietnam National Coal - Mineral Industries Group; together with leaders of departments, branches, localities; Representatives of Vietnam National Coal - Mineral Industries Group, leaders of units under the Group.

Currently, in Lao Cai province, TKV has 05 units, including: Sin Quyen Copper Mine Branch, Lao Cai Copper Smelting Branch, Mineral Joint Stock Company 3 under Mineral Corporation - TKV (VIMICO), Ta Phoi Copper Joint Stock Company - Vinacomin (DTP) and Tay Bac Mining Chemical Industry Company under Mining Chemical Industry Corporation - Vinacomin (MICCO), operating in the field of mining and processing of copper and iron minerals; production and supply of industrial explosives, blasting services. In which, the field of mineral exploitation and processing is managing and exploiting: 05 copper and iron mines have been licensed for exploitation by the Ministry of Natural Resources and Environment, including Sin Quyen, Ta Phoi, Vi Kem copper mines, Kip Tuoc iron mines, Lang Vinh - Lang Co and operating 03 copper processing plants (Sin Quyen 1, 2, Ta Phoi), 02 copper smelting plants (Tang Loong, Ban Qua) with a total designed capacity of 30,000 tons of copper cathode/year.

In the past time, TKV and its units have received attention, facilitation and support from the Provincial Party Committee, People's Council and People's Committee of Lao Cai province, especially the drastic participation and resolution of difficulties and obstacles of the Provincial People's Committee, departments, branches and localities regarding production, business and investment activities in Lao Cai province, which has helped TKV and its affiliated units complete their assigned tasks, ensuring income and stable life for cadres and workers.

Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: The consistent viewpoint of the province is to always accompany and support units under TKV for mutual development.

Although Lao Cai province has paid attention, supported and resolved difficulties and obstacles for TKV units, some issues have not been thoroughly resolved. At the meeting, TKV representatives proposed that the Provincial People's Committee, departments, and localities of Lao Cai province pay attention to directing the resolution of difficulties and obstacles so that units can complete their tasks.

Difficulties in compensation and site clearance at Sin Quyen copper mine, implementing the construction of resettlement areas to serve the implementation of VIMICO projects in the Sin Quyen and Vi Kem copper mine areas. Regarding the resettlement work at Kip Tuoc iron mine, currently 06 households have not agreed with the resettlement area of 100 m2/lot (people want the area to be 150 m2).

At Ta Phoi Copper Joint Stock Company - Vinacomin, difficulties in handing over resettlement sites to remaining households due to the impact of the D200 culvert break. At Tay Bac Mining Chemical Company (HCMTB): For the land lot for the construction of Sin Quyen VLNCN warehouse cluster, Ban Vuoc commune, Bat Xat district. Propose that the province continue to direct departments and branches to complete the auction of land use rights of the unit currently using; For the 02 land lots that HCMTB is using in Lao Cai city, propose that the Provincial People's Committee direct the Tax authority to settle the land rental amount in the form of one-time land rental payment for the commercial service land lot in Pho Moi ward... Propose that Lao Cai Provincial People's Committee create conditions for VIMICO, DTP to survey and collect relevant information and documents to complete the exploration projects; at the same time, coordinate with the Ministry of Agriculture and Environment to pay attention to speeding up the progress of appraisal and issuance of exploration licenses.

At the meeting, representatives of the People's Committee of Bat Xat district, Lao Cai city and Van Ban district reported specifically on the site clearance work at the mine sites; leaders of relevant departments, branches and units of the province responded specifically to each proposal and recommendation of TKV such as on administrative procedures, site clearance, policies and mechanisms...

Speaking at the meeting, Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave specific answers to each proposal and recommendation of TKV; Requested the Departments, branches, sectors and localities to actively coordinate with the units under the Group to remove difficulties and create favorable conditions for the production and business activities of the units. The consistent viewpoint of the province is to always accompany and support the units under TKV for mutual development.

Propose that Vietnam National Coal - Mineral Industries Group continue to pay attention to directing its affiliated units to strengthen the review, complete legal procedures and strictly comply with legal regulations in the process of implementing projects in Lao Cai province. Direct units to determine the needs and land use plans of exploration projects, mining and processing projects to ensure that they meet production, business and investment requirements. Regarding financial obligations, request units to urgently arrange funding and complete them no later than August 15, 2025.
