During the third session of the 10th Provincial People's Council, delegate Vu Thanh Hai, Director of BIDV Ben Tre branch, clarified core issues regarding enterprise development and the transformation of household businesses – key factors in unlocking new growth potential. He emphasized the urgent need to develop enterprises and accelerate the transformation of household businesses into enterprises to create new growth drivers.

According to delegate Vu Thanh Hai, after the Government issued Resolution No. 138/NQ-CP on the Government's Action Plan to implement Resolution No. 68-NQ/TW on the development of the private economy and Resolution No. 139/NQ-CP on the Government's Plan to implement Resolution No. 198/2025/QH15 on some special mechanisms and policies for the development of the private economy, the province also issued Plan No. 06/KH-UBND to implement Resolution No. 138/NQ-CP dated May 16, 2025 and Plan No. 07/KH-UBND to implement Resolution No. 139/NQ-CP dated May 17, 2025 of the Government.
To ensure effective implementation, based on the plan of the Provincial People's Committee, departments, agencies, and the People's Committees of communes and wards have promptly reviewed, developed, and issued implementation plans according to their assigned functions and tasks, demonstrating the proactive spirit, responsibility, and high determination of the entire political system in bringing Resolution No. 68-NQ/TW of the Politburo into life.
Thanks to decisive leadership and coordinated implementation, the private sector in the province continues to develop positively, making a significant contribution to socio-economic growth. As of October 20, 2025, the number of newly developed businesses in the province reached 147.85% of the plan.
The province has 12,278 active businesses with a total registered capital of VND 197,886 billion, creating jobs for over 293,800 workers and contributing more than 67% of the province's GRDP. In addition, there are over 97,000 individual household businesses operating actively in various fields, especially trade, services, small-scale industries, and agriculture.
Developing businesses and promoting the conversion of household businesses into enterprises is of particular importance, helping to foster a more sustainable source of budget revenue through increased transparency in production and business activities, expanding the tax base, reducing the informal economy, and creating conditions for household businesses to enhance their competitiveness.
To create a "new wave of businesses" that is appropriate to the scale and development space of the province after the merger; thereby, forming a strong enough business force to exploit the advantages of the three economic zones.
However, given the scale and advantages gained after the province's incorporation, the above figures are still not truly impressive. Of the more than 12,000 businesses operating in the province, over 80% are small and medium-sized enterprises (SMEs) and micro-enterprises.
The province's private sector and business community are still facing many difficulties and challenges, such as: the ability of most businesses to participate deeply in inter-regional and inter-sectoral value chains, especially in regional and international competition, remains modest; many mechanisms and policies to encourage the development of the private economy and support businesses and household businesses have been issued but their effectiveness is not yet high…
According to delegate Vu Thanh Hai, in order to overcome difficulties and maximize the driving role of businesses and the private economic sector, the province needs to continue to improve mechanisms and policies to support businesses and household businesses in a way that is clearer, more transparent, feasible, and more accessible.
Further improve the investment and business environment; accelerate administrative procedure reforms, strengthen decentralization and rational delegation of authority; create the most favorable conditions for businesses and people. At the same time, develop businesses according to three economic regions with three main pillars to exploit the unique strengths of each locality.
Enhance the responsibility and quality of cadres and civil servants, especially at the grassroots level. Supporting and collaborating with businesses should be considered an important criterion in evaluating job performance, linked to the accountability of the head of the organization.
Timely commendation of collectives and individuals who perform well is essential; at the same time, corrective measures and handling of cases that cause inconvenience, harassment, and negatively impact the province's investment and business environment should be implemented.
In addition, it is necessary to strengthen the mobilization of social resources for investment and development, especially in the areas of industrial park and cluster infrastructure, logistics infrastructure, digital infrastructure, and essential facilities serving production and business. Strongly promote the spirit of entrepreneurship and the development of the economic sector.

"Doing a good job of converting household businesses into enterprises means increasing sustainable budget revenue, increasing the province's competitiveness, increasing labor productivity, increasing the scale of the economy, and increasing the trust of people and businesses in the government."
Therefore, it is necessary to innovate thinking, achieve high unity in awareness and action, awaken the confidence and aspirations of the entire political system, economic sectors, and the people, creating new momentum and a new spirit for the development of the private economy.
