According to this plan, the workshop chaired by the Provincial People's Committee will be held in June 2025. The purpose is to build a justification for the establishment of Dong Nai Free Trade Zone (FTA) according to the requirements of Decree 35/2022/ND-CP dated May 28, 2022 of the Government regulating the management of industrial parks, economic zones and other relevant regulations as a basis for the establishment of FTA in Dong Nai province in practice. To receive opinions from the Provincial Economic and Social Advisory Group, experts, scientists, organizations and enterprises on FTA in Dong Nai province.
The policy of building a trade zone in Dong Nai was directed by the Party Central Committee in Conclusion No. 123-KL/TW dated January 24, 2025 as follows: "Building a trade zone and border economic zones in some key economic localities such as Da Nang, Ba Ria - Vung Tau , Hai Phong, Quang Ninh, Khanh Hoa, Binh Duong, Dong Nai,...".
At the same time, in Official Dispatch No. 47/CD-TTg dated April 22, 2025 of the Prime Minister on a number of key tasks and solutions to promote economic growth in 2025, the Prime Minister directed "building e-commerce zones in a number of key economic localities. Studying the "duty-free port" model to turn Vietnam into a major logistics center, promoting the distribution of goods via digital platforms".
Currently, Dong Nai has also completed the draft of the Dong Nai Trade Zone Project. Accordingly, Dong Nai Trade Zone will include 4 main functional areas: production; logistics; financial services, trade - services and research on innovation, digital economic information technology concentrated in 6 locations to suit the current land fund of the province.
Specifically, the production functional area, associated with the Green FTZ model, has a total area of more than 3,000 hectares, including a planned part of Bau Can - Tan Hiep and Xuan Que - Song Nhan industrial parks; the logistics functional area has a total area of nearly 2,000 hectares, including: a planned part of Bau Can - Tan Hiep Industrial Park, a part of commercial and service land in Phuoc An commune, Nhon Trach district, and a planned commercial and service land area at the back gate of Long Thanh Airport.
The financial and commercial service area has a total area of 1.5 thousand hectares, including part of the Xuan Que - Song Nhan and Bau Can - Tan Hiep industrial parks; the innovation and information technology research area associated with the digital FTZ model has a total area of more than 1.4 thousand hectares, including: a planned part of the Xuan Que - Song Nhan Industrial Park, the innovation area in the provincial planning in Long Thanh district, and the concentrated information technology area in the provincial planning in Long Thanh district.
