The People's Committee of Dong Nai province has just proposed to the National Assembly and the People's Committee of Ho Chi Minh City to add the project to extend the Ben Thanh - Suoi Tien metro line to the list of projects eligible for special mechanisms, aiming to form a strategic inter-regional urban railway line and shorten travel time between Tan Son Nhat airport and Long Thanh airport to only about 40 minutes.

Dong Nai requests special mechanism to extend metro line from Ho Chi Minh City to provincial center and Long Thanh airport.
On December 7th, the People's Committee of Dong Nai province sent a document to the National Assembly's Economic and Financial Committee, along with the People's Committee of Ho Chi Minh City, requesting the addition of content to the resolution amending Resolution No. 98/2023/QH15. This proposal aims to allow the extension of Metro Line 1 (Ben Thanh - Suoi Tien) to the Dong Nai Provincial Administrative Center and direct connection to Long Thanh International Airport, applying special mechanisms. The expansion of Metro Line 1 into the province is affirmed to have significant strategic importance in organizing the spatial development of the Southern key economic region.
Forming high-quality public transport axis
According to the plan currently under study, this connecting route will have a total length of approximately 63km. Passengers will travel from Terminal 3 of Tan Son Nhat Airport via Metro Line 6 to Thu Duc Station. From there, they will continue on Metro Line 1 to the Dong Nai Provincial Administrative Center and finally end at Long Thanh Airport.
Notably, the two localities are planning to organize several direct train services, stopping only at two major stations: Thu Duc station and Dong Nai Provincial Administrative Center station. This will help shorten travel time between the two airports to approximately 38-40 minutes.
During a meeting between the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the Dong Nai Provincial Party Committee, leaders of the two localities agreed to assign the Dong Nai Provincial People's Committee as the competent authority for the project to extend the Ben Thanh - Suoi Tien metro line. This agreement aims to create a high-quality inter-regional urban railway line connecting Ho Chi Minh City, the Dong Nai Provincial Administrative Center, and Long Thanh Airport. Notably, in the context of Ho Chi Minh City also being tasked with implementing the Thu Thiem - Long Thanh Airport railway line, adding the Ben Thanh - Suoi Tien metro line extension project to the same special mechanism will help ensure the two projects are implemented synchronously and uniformly in terms of policy and organization.
Benefits from TOD mechanism and sustainable funding
The People's Committee of Dong Nai province assessed that, if added to the list of projects applying Resolution 188/2025/QH15, the project to extend the Ben Thanh - Suoi Tien metro line would bring positive impacts in many aspects. Legally, the project would be consistent with the 2025 Railway Law, especially the Transport-Oriented Development (TOD) model, and would empower local authorities to manage and exploit land around the stations for infrastructure reinvestment.

In terms of planning and socio-economic development, the metro line will form a high-quality public transport axis connecting centers, promoting urban development and efficient land use, while contributing to reducing road traffic pressure in the eastern gateway area, improving the quality of public transport, reducing logistics costs, and contributing to the growth of the entire region's GRDP.
Most importantly, in terms of finance and investment, the special mechanism allows for retaining 100% of revenue from TOD land funds, applying public-private partnerships (PPP) and Build-Transfer (BT) contracts, along with streamlining investment procedures. This helps increase the ability to mobilize social capital, reduce the burden on the state budget, and create sustainable resources for the development of the metro system.
