Gia Lai: Promoting propaganda and mass mobilization work in implementing development projects

Propaganda and mass mobilization work in recent times has actively contributed to the planning, construction and implementation of socio -economic development projects. All levels, sectors and localities in the province have increased publicity, dialogue and consultation with the people; contributing to the good implementation of compensation, site clearance, resettlement, ensuring social security and promoting the people's mastery. Thanks to that, many projects have been implemented on schedule, with increasingly expanded scale, contributing to promoting the socio-economic development of the province.

However, there are still some Party committees, agencies and localities that have shortcomings, limitations and even violations, causing resentment among the people, leading to complaints and petitions. Some places have become "hot spots", affecting security and order, reducing people's trust in the leadership and management of local Party committees and authorities.

The main reason is that some Party committees, authorities, heads of agencies, units, enterprises and a number of cadres, civil servants and public employees have not fully recognized the meaning and importance of propaganda and mass mobilization work in the process of planning, building and implementing investment projects.

The reception and settlement of complaints, denunciations, recommendations, reflections and legitimate aspirations of the people in some places are still slow and untimely; democracy at the grassroots level has not been well implemented in the process of project implementation; and there is no close and synchronous coordination in propaganda work.

The Standing Committee of Gia Lai Provincial Party Committee requested Party committees, authorities, the Fatherland Front, and socio-political organizations to continue to thoroughly grasp and seriously implement the Party's directive documents and State laws on regulations on mass mobilization work in the political system, and improve the effectiveness of mass mobilization work of state agencies at all levels.

Along with that, continue to innovate the content and implementation methods in a practical and effective direction; promote publicity, transparency, promote democracy, apply digital transformation in providing planning information, land recovery, compensation, resettlement... All policies and strategies must originate from the legitimate interests of the people.

Promote the effective role of supervision and social criticism of the Vietnam Fatherland Front and organizations in the process of implementing projects. Proactively provide full information on planning, investment policies, land use plans, recovery plans, compensation, support, resettlement... so that people can know and supervise implementation.

In addition, strengthen propaganda and mobilize cadres, party members and people in affected areas to clearly understand the goals and significance of the project, thereby creating high consensus in society. Listen to the thoughts and aspirations of the people; promptly explain and adjust mechanisms and policies if there are any shortcomings; seriously carry out the work of receiving people, having direct dialogue and handling complaints and legitimate and legal petitions.

Strengthen inspection and supervision of the construction and implementation of socio-economic development projects, especially in compliance with regulations on environmental protection, construction quality and project progress. Timely detect and remove difficulties and obstacles; correct errors and deviations in the implementation process.

Resolutely detect and strictly handle cadres, civil servants and public employees who have negative and harassing behaviors, causing loss of people's trust in land recovery, compensation and site clearance, in order to create consensus among the people, maintain political security and social order and safety in the province.
