There must be a specific plan to ensure emergency forces, transport and treat patients; a plan to prevent, evacuate and relocate medical staff and patients to ensure the safety of patients and medical staff, especially the elderly, pregnant women, children, people with disabilities, vulnerable groups and facilities, and protect property, paying special attention to plans to relocate expensive modern equipment such as: CT-Scanners, X-ray machines, ultrasound machines, testing machines, ventilators, etc.
Proactively review and replenish reserves of medicines, chemicals, medical equipment and supplies, backup power supplies (generators, batteries, etc.) to be ready for use when natural disasters occur.
Strengthening monitoring, early detection and timely handling of epidemic situations, ensuring disease prevention and control, and food hygiene and safety.
Strictly implement the 24/7 duty regime, emergency duty outside the hospital, regular and ad hoc reporting according to regulations; maintain many forms of communication to avoid loss of contact in any situation.
Regarding the implementation of tasks outside the unit, the Director of Nghe An Department of Health requires medical units to have plans to mobilize forces, be ready to participate in rescue, receive and deploy support tasks when requested by other units or mobilized by the superior or local Command Board.
When a natural disaster or catastrophe occurs, according to the actual situation and developments, under the direction of the Steering Committee for Natural Disaster Prevention and Search and Rescue at the same or higher level, units need to grasp and quickly assess the situation to have timely response solutions, and direct the flexible implementation of the developed plans to achieve the best results.
