Sustainable poverty reduction from the perspective of Thua Thien province

The effective use of funds from national target programs and the "For the Poor" Fund has contributed to many positive results in sustainable poverty reduction in Thua Thien Hue province. In particular, the fact that A Luoi district has escaped the status of a nationally poor district in 2024 is the clearest evidence of this.

Repair and rebuild over 5,000 houses.

Implementing the National Target Program for Sustainable Poverty Reduction in Thua Thien Hue province for the period 2021-2025, with the leadership and support of Party committees at all levels, the government, relevant units, and the enthusiastic participation of all sectors of the population, the Fatherland Front at all levels in the province has mobilized many resources to help the poor overcome difficulties, gradually stabilize their lives, and rise out of poverty.

Promoting the role of the Vietnam Fatherland Front and its member organizations at all levels in sustainable poverty reduction, from the funds raised, from 2021 to the present, the Standing Committee of the Vietnam Fatherland Front Committee of Thua Thien Hue province and the "For the Poor" Fund Campaign Committees at all levels have used the funds to help and support the poor in eliminating temporary housing, building solidarity houses, and providing production capital... with a total amount of 49.366 billion VND.

Furthermore, the mobilization of resources and implementation of social welfare programs in the province have achieved many practical results. The Vietnam Fatherland Front Committees at all levels and member organizations in the province, through diverse and practical activities, have mobilized members to participate in social welfare work; calling on organizations and individuals inside and outside the province, and non-governmental organizations to support members with production capital, seeds, housing construction and repair, training in scientific and technical transfer, and job creation for the poor… with a total amount of 692.525 billion VND.

Ms. Nguyen Thi Ai Van, Chairwoman of the Vietnam Fatherland Front Committee of Thua Thien Hue province, said that in recent years, social welfare and sustainable poverty reduction in Thua Thien Hue province have always been a priority for Party committees, government agencies, the Fatherland Front, and member organizations, achieving many positive results, and policies for the poor have been implemented in accordance with regulations.

Along with support from the State budget, social welfare work and care for the poor have always received support and assistance from organizations, individuals, businesses, and philanthropists inside and outside the province, creating a huge resource to jointly care for and support poor households and families with difficult circumstances, enabling them to improve their lives and achieve stability.

Over the past two years (from 2022 to the present), Thua Thien Hue province has supported the construction and repair of over 5,000 houses for poor and near-poor households facing housing difficulties, with a total budget of more than 326 billion VND.

In particular, in the mountainous district of A Lưới alone, support has been provided for the construction and repair of 3,750 houses from the National Target Program for Sustainable Poverty Reduction, the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas, and other mobilized sources. Specifically in 2024, the Vietnam Fatherland Front at all levels in the province allocated over 22 billion VND from the "For the Poor" Fund to support the repair and construction of 4 public works projects; the construction and repair of 550 "Great Solidarity" houses; and production capital support for 266 poor households.

"These results have contributed to ensuring social security in the province, reducing the province's poverty rate to 2.27% in 2023, and helping A Luoi district escape from being a nationally poor district in 2024," Ms. Van said.

When the entire political system gets involved

One of the key tasks in the process of transforming Thua Thien Hue province into a centrally-governed city is for the mountainous district of A Luoi to escape its status as a nationally impoverished district. Therefore, Thua Thien Hue province is focusing resources from the central government, local authorities, and other sources to invest in and effectively implement socio-economic development programs, particularly in job creation, social security, housing support, and livelihood models for the people.

Through determination, the decisive involvement of the entire political system, appropriate and effective policies, and especially the collective efforts of the people, the impoverished district of A Lưới has been recognized by the Prime Minister as having escaped the status of a nationally impoverished district in 2024, one year ahead of schedule.

Mr. Nguyen Manh Hung, Chairman of the People's Committee of A Luoi District, said that A Luoi District's achievement of being recognized as a nationally poor district one year ahead of schedule was the result of a long process of effort, determination, and unity from the political system and people of A Luoi District. In particular, the effective integration of resources from national target programs and the dissemination of information to encourage people to strive to overcome poverty were crucial prerequisites for the district to achieve these results.

According to the Vietnam Fatherland Front Committee of Thua Thien Hue province, after more than 3 years of implementing the National Target Program on Sustainable Poverty Reduction associated with the emulation movement "Thua Thien Hue joins hands for the poor - Leaving no one behind," through practical, specific, and effective actions in participating in economic development, actively helping each other to reduce poverty sustainably, and encouraging legitimate wealth creation, the rural landscape of the province has undergone many positive changes, and the material and spiritual lives of the people have been increasingly improved and enhanced.

This is the result of the efforts and involvement of the entire political system, in which the Fatherland Front at all levels has contributed to the implementation of support policies for poor and near-poor households through the "For the Poor" Fund and social security programs in the area, positively impacting the lives of the people.

Furthermore, the "For the Poor" Fund is integrated with the "National Solidarity Movement for Building New Rural Areas and Civilized Urban Areas"; focusing on building technical infrastructure serving production and daily life, public works, vocational training, and transferring agricultural and livestock technologies... Through this, it creates additional important resources to accelerate socio-economic development in the province.

Mr. Nguyen Tien Nam, Vice Chairman of the Vietnam Fatherland Front Committee of Thua Thien Hue province, said that with the results achieved in propaganda, mobilization, receiving donations and allocating the "For the Poor" Fund, social welfare programs chaired by the Fatherland Front at all levels in the province have made an important and effective contribution to the implementation of the Sustainable Poverty Reduction Program as well as the successful achievement of the province's economic and social development goals and tasks in the past year.

According to Mr. Nguyen Tien Nam, in the coming time, the Fatherland Front and its member organizations will continue their work of caring for the poor; effectively implement the campaign "All people unite to build new rural areas and civilized urban areas" associated with the movement "The whole country joins hands for the poor - No one left behind", and the emulation movement "Joining hands to eliminate temporary and dilapidated houses in the province in 2025", contributing to the successful achievement of the goal of sustainable poverty reduction, building new rural areas and civilized urban areas of the province.
