Supervising the implementation of new rural construction in Nam An Phu and Ha Dong communes

The thematic supervision delegation of the Urban Committee of the Hai Phong City People's Council requested Nam An Phu and Ha Dong communes to continue to lead and direct the completion of the advanced new rural criteria, and strive to soon complete the model new rural area.

On September 4, the thematic monitoring delegation of the Urban Committee of the Hai Phong City People's Council worked with the People's Committees of Nam An Phu commune and Ha Dong commune on the results of implementing the National Target Program on new rural construction.

Comrade Pham Van Khanh, Member of the City Party Committee, Head of the Urban Committee of the City People's Council chaired the meeting.

Also attending were comrade Nguyen Khac Toan, member of the City Party Committee, Vice Chairman of the City People's Council.

Nam An Phu commune was formed on the basis of merging the natural area and population of Quang Thanh, Lac Long, Thang Long communes and part of Tuan Viet commune, Vu Dung commune (old Kim Thanh district), part of Cong Hoa commune (old Nam Sach district). After merging and reviewing, Nam An Phu commune has now achieved 16/19 advanced new rural criteria. The rural appearance has changed significantly, the social infrastructure in rural areas has developed rapidly, most notably the traffic system, schools, cultural and sports institutions have been invested. The average economic growth rate of the commune in recent years has been over 10%.

The monitoring team inspected the actual school construction in Ha Dong commune.

Ha Dong commune was established on the basis of merging the entire natural area and population size of Thanh Quang, Vinh Cuong and Thanh Hong communes. Up to now, Ha Dong commune has achieved 17/19 criteria for an advanced new rural commune; 2 criteria have not been achieved on transportation and multidimensional poverty reduction. In the period of 2021 - 2025, the commune has disbursed over 37 billion VND in investment capital for new rural projects. The locality has managed and used the projects effectively and for the right purposes, gradually changing the face of the countryside and developing sustainably. It is expected that by the end of 2025, Ha Dong commune will continue to implement goals and solutions to complete the goal of achieving an advanced new rural area.

Vice Chairman of the City People's Council Nguyen Khac Toan requested localities to pay attention to socio-economic development.

Speaking at the supervision session, Vice Chairman of the City People's Council Nguyen Khac Toan acknowledged the results achieved by Nam An Phu and Ha Dong communes in building new rural areas in recent times. The Vice Chairman of the City People's Council emphasized that the national target program on building new rural areas has a starting point and no end point. The State plays a leading role and needs the participation of all people, narrowing the gap between urban and rural areas.

Localities need to properly assess potentials, do a good job of planning, and identify key tasks that need leadership and direction. In particular, pay attention to socio-economic development, especially education , health care, and social security policies; focus on cultural life, landscape care, and environmental protection...

Concluding the working session, Head of the Urban Committee of the City People's Council Pham Van Khanh acknowledged and highly appreciated the sense of responsibility of the entire political system of Nam An Phu commune and Ha Dong commune in carrying out the task of building new rural areas.

The Head of the Urban Committee of the City People's Council requested the communes to continue to lead and direct the completion of ongoing projects and works, and put them into operation and use. At the same time, continue to select and propose investment in projects and works in order of priority, avoiding spreading investment and causing waste. Manage and effectively use public assets in accordance with regulations. Regarding the recommendations and proposals of the communes, the monitoring team will receive, synthesize and report to the city for consideration and resolution.
