Huge gap between preschool and primary school teacher salaries

In response to concerns about the appointment of professional titles and salaries for preschool teachers not being commensurate with those of general education teachers and the request for appropriate policies , the Department of Teachers and Managers (Ministry of Education and Training) explained: currently , the Government regulates a common salary scale for all civil servants in all sectors and fields.

Accordingly, the salary coefficient of type A0 civil servants is applied to civil servants with college degree requirements; the salary coefficient of type A1 civil servants is applied to civil servants with university degree requirements.

Many opinions say that the current salary arrangement for preschool teachers is not commensurate with other professions and levels in the education system.

Based on the standard training requirements of preschool and general education teachers as prescribed in the 2019 Education Law: Grade III preschool teachers (starting level, with college degree requirements) are subject to the salary coefficient of type A0 civil servants (from salary coefficient 2.10 - 4.89).

Grade III general education teachers (starting level, with university degree requirements) are subject to the salary coefficient of type A1 civil servants (from salary coefficient 2.34 - 4.98).

Basically, the salary scale applied to grade III preschool teachers and grade III general education teachers is not much different. However, the salary scale applied to grade II preschool teachers and grade II general education teachers has a relative difference.

Grade II preschool teachers are applied the salary coefficient of type A1 civil servants (from salary coefficient 2.34 - 4.98); Grade II general education teachers are applied the salary coefficient of type A2.2 civil servants (from salary coefficient 4.0 - 6.38).

The Ministry of Education and Training also pointed out that: "For general education teachers to be able to register for the exam or be considered for promotion to the professional title of general education teacher grade II, they must have at least 9 years holding grade III or equivalent; while preschool teachers only need to have at least 3 years holding grade III or equivalent (although Decree 204/2004/ND-CP stipulates that they must have at least 9 years). This is the Government's preferential policy for preschool teachers with the professional characteristics that teachers have mentioned in the content of their comments . "

Will propose new salary policy

Low salaries and allowances for teachers, leading to teachers not being satisfied with their work... are also issues that many teachers are concerned about and have sent their opinions to the Ministry of Education and Training.

Regarding this opinion, the Department of Teachers and Educational Managers said that teachers and educational managers are entitled to policies including: salary, seniority allowance beyond the framework, leadership position allowance (if any), regional allowance, preferential allowance, seniority allowance and some other policies.

Teachers and educational managers working in mountainous areas, highlands, and areas with particularly difficult socio-economic conditions are entitled to a number of incentives such as preferential allowances at higher levels than teachers teaching in the plains and cities, and are entitled to a number of other allowances and subsidies such as: attraction allowance; long-term work allowance; first-time allowance; one-time allowance when transferring to work out of areas with particularly difficult socio-economic conditions; payment of travel expenses when taking annual leave or Tet holidays; allowance for purchasing and transporting fresh water and clean water; mobility allowance, allowance for sightseeing, studying, and professional and technical training.

"In recent years, the Government has paid attention to increasing teachers' income such as preferential allowances, seniority allowances, expanding standards and criteria for early salary increases for teachers and staff... However, compared to fluctuations in commodity prices and the current socio-economic situation, teachers' income is still low," the Ministry of Education and Training acknowledged.

The Ministry of Education and Training also said that the ministry has agreed with the Ministry of Home Affairs to rank salaries according to the standard training level (Education Law 2019). Accordingly, newly recruited preschool teachers will be ranked at a starting salary coefficient of 2.10; primary and secondary school teachers will be ranked at a starting salary coefficient of 2.34. Ranking salaries according to the standard training level has helped newly graduated teachers improve their income.

In the coming time, the Ministry of Education and Training will continue to coordinate with relevant ministries and branches to propose new salary policies according to job positions, titles, and leadership positions, ensuring that they are not lower than the current salary levels in accordance with the spirit of Resolution No. 27-NQ/CP; consistent with State resources and public service revenue, ensuring a reasonable correlation with salaries in the labor market.

At the same time, ensure the principle that wages must truly be the main source of income to ensure the lives of workers and their families; comply with the principle of distribution according to labor and the objective laws of the market economy, taking increased labor productivity as the basis for increasing wages...
