Circular 05/2025/TT-BGDĐT dated March 7, 2025, regulating the working regime for general education and pre-university teachers, effective from April 22nd, has introduced several regulations reducing the teaching load for teachers.
Many positions have had their teaching hours reduced by up to 4 hours per week, such as: homeroom teachers in secondary schools; teachers who also serve as Party committee secretaries or branch secretaries (where no Party committee is established) in schools with 28 or more classes in regions 2 and 3, and 19 or more classes in region 1. Many other positions and concurrent duties are also converted into teaching hours.
Each teacher should not take on more than two responsibilities; therefore, a teacher can reduce their teaching load by up to 8 lessons per week.
A question that many people are wondering is whether teachers in private schools are eligible for this policy?
Accordingly, Circular 05/2025/TT-BGDĐT of the Ministry of Education and Training stipulates the working regime for teachers teaching at general education institutions and pre-university schools, including: duties, working time, annual leave, teaching load, reduced teaching load regime, and conversion of other activities into teaching hours.
The target group includes teachers directly involved in teaching and teachers holding managerial positions (including principals and vice-principals) in primary schools, lower secondary schools, upper secondary schools, multi-level general education schools, ethnic boarding schools, ethnic semi-boarding schools, specialized schools, schools and classes for people with disabilities (hereinafter collectively referred to as general education schools) and pre-university schools.
The directors and deputy directors of continuing education centers and vocational education - continuing education centers shall apply the working regime of principals and deputy principals according to the provisions of this Circular until there are other regulations of the competent authority.
Teachers teaching continuing education programs at continuing education centers and vocational education-continuing education centers are subject to the same working regime as general education and pre-university teachers as stipulated in Circular 05/2025/TT-BGDĐT until further notice from the competent authority.
Clause 3, Article 2 of the Circular stipulates that the principal of a private secondary school, based on the school's organizational and operational regulations and the resolution of the School Board, shall prescribe the working regime for teachers, ensuring compliance with the provisions of this Circular and the provisions of labor law.
Thus, Circular 05/2025/TT-BGDĐT has provided specific and clear regulations on working hours and reduced teaching load for teachers, applicable to both public and private schools.
This not only helps reduce pressure on teachers but also allows them to focus more on teaching and improving the quality of education.
At the same time, reducing the teaching load also gives teachers more time to participate in professional activities, scientific research, and personal development.
