Hanoi issues procedures for handling phone numbers advertising and posting illegal classified ads

On September 19, the Department of Science and Technology issued Decision No. 732/QD-SKHCN promulgating the "Procedure for handling contact phone numbers in illegal advertising and classified ads, and phone numbers and short message service numbers that send spam messages and make spam calls".

Accordingly, the process consists of 5 steps. Step 1 - the statistical unit receives information reflecting on contact phone numbers in advertising boards, classified ads that violate regulations and phone numbers, service numbers sending spam messages and spam calls.

The Department of Culture and Sports and the People's Committees of communes and wards directly review, collect, and count phone numbers on illegal advertising and classified ads.

The Department of Science and Technology and the People's Committees of communes and wards directly review and collect statistics on phone numbers, short message service numbers sending spam messages and spam calls.

The People's Committees of communes and wards receive information from people about illegal advertising and classified phone numbers through various forms at the headquarters of the People's Committees of communes and wards or through feedback on the iHanoi application.

Information received for feedback includes: Photos of illegal advertising boards and classified ads with clearly displayed contact phone numbers; illegal advertising locations.

The Department of Science and Technology and the People's Committees of communes and wards receive information from people about phone numbers and short message service numbers that send spam messages and make spam calls directly at the agency's headquarters or through feedback on the iHanoi application.

The information received for feedback is the phone number sending spam messages, the phone number making spam calls; the short message service number making spam messages.

Step 2 - The statistical unit notifies the subscriber of the contact phone number in the illegal advertisements, classified ads and the phone number, short message service number that sends spam messages and makes spam calls to work.

Step 3 - Synthesize and issue a document requesting temporary suspension of service provision. The Post and Telecommunications Department under the Department of Science and Technology synthesizes and advises the Department's leaders to issue a document requesting telecommunications service providers to temporarily suspend two-way service provision for violating phone numbers (periodically 3 times/month on the 5th, 15th, and 25th of each month).

Step 4 - temporarily suspend service provision. Upon receiving a request from the Department of Science and Technology, the telecommunications service provider shall temporarily suspend two-way service provision (outgoing and incoming calls) for the violating phone numbers and report the implementation results to the Department of Science and Technology within 7 days from the date of receipt of the Department's request.

Step 5 - Restore operations for phone numbers after compliance with handling of violations. Subscribers of violating phone numbers whose services have been suspended after complying with handling of administrative violations and implementing remedial measures (if any) with confirmation from the authorities where the violation occurred will have their phone numbers restored. The People's Committee of the commune or ward shall send the dossier on restoring phone numbers to the Department of Science and Technology for consideration and settlement.
