On the morning of August 19, in Bat Trang commune, the Hanoi People's Committee held a groundbreaking ceremony for the Ngoc Hoi Bridge and the approach roads at both ends of the bridge, connecting Hanoi with Hung Yen province. This is one of 250 projects that were started and inaugurated nationwide to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Attending the ceremony were Deputy Prime Minister Nguyen Chi Dung; Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Vice Chairman of the City People's Committee Duong Duc Tuan and leaders of relevant ministries, branches and units of the Central Government and Hanoi.

In particular, the groundbreaking of Ngoc Hoi Bridge is a concrete step, demonstrating the determination of the Party Committee, government and people of the Capital."

He said that Hanoi currently has 8 bridges across the Red River; Ngoc Hoi Bridge is one of 7 large bridges that the city plans to start construction in 2025. The project has important political , economic and social significance: strengthening the connection between Hanoi and Hung Yen, ensuring national security and defense, expanding economic, cultural and tourism exchanges, contributing to promoting the capital's economic growth target of over 8% in 2025 and maintaining double digits in the following years.

The project has a total length of 7.5 km, of which the part passing through Hanoi is about 5.2 km, including a 680 m long main bridge, with a 350 m long cable-stayed main span and a 126 m high tower. The part in Hung Yen is about 2.3 km long, including access roads and parallel roads on both sides. The bridge is 38 m wide with 6 lanes for motor vehicles and 2 mixed lanes. The total investment is nearly 11,844 billion VND from the Hanoi and Central budgets, expected to be completed in 2028.

According to Mr. Tran Sy Thanh, the project only took about 4 months to prepare, a record time for a group A project, demonstrating the great will and determination of the government and people of the capital. He requested the investor and construction units to focus maximum resources, ensure quality, safety and progress, contributing to realizing the goal of sustainable development.

Reporting at the ceremony, Director of the Hanoi Traffic Construction Investment Project Management Board Ngo Ngoc Van said that Ngoc Hoi Bridge will directly connect Ring Road 3.5 with Hung Yen province, and at the same time connect with important radial axes of the capital such as Me Linh, Tay Thang Long, National Highway 32, Thang Long Boulevard, Le Van Luong, National Highway 6, National Highway 1A and Phap Van - Cau Gie Expressway.

In addition, the project is also consistent with the general planning of the capital's construction, developing transportation, ensuring national defense and security, opening up modern urban space on both sides of the Red River, strengthening regional connectivity and improving the spiritual life of the people.

According to the Hanoi People's Committee, when the project comes into operation, it will contribute to distributing and sharing traffic volume, reducing pressure on existing routes such as Ring Road 3, Giai Phong Road (National Highway 1A), Road 70; limiting the situation where vehicles have to go through the city center. At the same time, the project will improve connectivity across the Red River, promote urbanization, decentralize population, and reduce the load on existing bridges including Chuong Duong, Long Bien, Nhat Tan, Thang Long, and Vinh Tuy.

According to Mr. Ngo Ngoc Van, Ngoc Hoi Bridge is symbolic, promoting eco-tourism and cultural exchange between Hanoi and Hung Yen. The project has a cable-stayed design with two towers in the shape of the letter H, expressing the spirit of harmony and cooperation between the two localities, while evoking the image of the "Sun Gate" - a place to welcome the dawn. After completion in 2028, this will be one of the symbolic bridges of the capital and Hung Yen.

To implement the project, site clearance was carried out in 5 communes: Thanh Tri, Nam Phu, Bat Trang (Hanoi) and Phung Cong, Van Giang (Hung Yen), with a total investment of about 784 billion VND. The Hanoi Traffic Construction Investment Project Management Board is the investor.

Of the 250 projects and works that were started and inaugurated nationwide on the morning of August 19, Hanoi had 9 projects, accounting for about 4% in number but contributing nearly 20% of the total investment capital nationwide. These projects demonstrate large-scale investment, affirming Hanoi's role as an economic and political center. Notable among them are Ngoc Hoi Bridge with a total capital of more than VND11,800 billion and Hanoi High-Tech Biotechnology Park of nearly 200 hectares.
