Disbursement pressure in the last two months of the year is very large.
At the recent conference on capital construction investment in the city in the fourth quarter of 2025, Director of the Department of Finance Nguyen Xuan Luu said that the total public investment capital plan for 2025 assigned by the Central Government to Hanoi is over VND 87,693 billion, of which the Central budget accounts for over VND 12,900 billion. After adjustments, the updated city plan is over VND 107,134 billion, VND 19,441 billion higher than the level assigned by the Prime Minister.
In recent times, the Central Government and the City have resolutely led and directed, and all levels and sectors have made great efforts to promote the disbursement of public investment capital. However, the disbursement results up to October 20, 2025 have only reached VND 44,428 billion, equivalent to 51% of the plan assigned by the Central Government and 41.5% of the plan assigned by the City.

As of October 31, 2025, the disbursement is expected to reach 55.6% of the plan assigned by the Central Government. With this rate, Hanoi ranks 18th out of 34 provinces and cities in terms of disbursement progress, but ranks 2nd in the country in terms of absolute value, only after Ho Chi Minh City.
According to the Director of the Department of Finance, the pressure to disburse in the last two months of the year is very large, because the city needs to complete more than 43,000 billion VND to reach 100% of the capital plan assigned by the Central Government and more than 62,700 billion VND to complete the capital plan allocated by the city.
The reason for the slow disbursement is clearly due to the problem of compensation and site clearance - the stage that accounts for a large proportion of the projects. According to statistics, there are 358 projects implemented by communes and wards facing difficulties in site clearance; along with that, the price of construction materials has increased, the work of planning appraisal and project adjustment is still prolonged...
At the Conference, leaders of the city's 5 Project Management Boards focused on the difficulties that have caused the implementation results to be below average, such as high prices of raw materials and problems in site clearance. According to the report of the Department of Finance, the volume to be implemented in the last months of the year is very large. Specifically, the Management Board of traffic construction investment projects still disbursed 14,185 billion VND; the Management Board of civil construction investment projects: 3,160 billion VND; the Management Board of technical infrastructure and agricultural construction investment projects: 1,725 billion VND... However, the leaders of the city's Boards all pledged to overcome difficulties and disburse 100% by the end of 2025.
At the grassroots level, Vice Chairman of Dong Anh Commune People's Committee Nguyen Cong Phuoc affirmed that the district is focusing highly and recommended that the city soon decentralize the work of acceptance and handover of works to shorten the settlement time.
Chairman of Tay Tuu Ward People's Committee Vu Duy Hung said that the disbursement progress is still facing some difficulties due to problems in site clearance; the locality is making efforts to mobilize the entire political system to speed up the progress, striving to complete 100% of the plan for the year.
Director of the Department of Agriculture and Environment Nguyen Xuan Dai (the unit with a disbursement rate of only 7.7%) also frankly stated the reasons and gave a specific handling roadmap for the 6 projects behind schedule. In addition, Director of the Department of Planning and Architecture Nguyen Trong Ky Anh informed that the Department has established 4 working groups to directly "hand-hold" 126 communes and wards in the work of planning, appraisal and approval of projects. Deputy Director of the Public Administration Service Center Hoang Van Bang affirmed that the Center is actively coordinating to shorten the time for processing administrative procedures, ensuring smooth disbursement records in accordance with regulations.
In response to the recommendations and proposals of representatives of several communes, wards, units, and departments at the Conference, Director of the Department of Finance Nguyen Xuan Luu gave specific answers.
Launching the 75-day emulation peak, implementing 8 key solution groups
Emphasizing that there is not much time left in 2025, the Chairman of the City People's Committee agreed with the proposal of the Department of Finance to launch a 75-day peak emulation period, from early November 2025 to mid-January 2026, mobilizing the entire political system to "join in synchronously and act decisively", striving to complete 100% of the public investment disbursement plan in 2025.
Accordingly, each department, branch, commune and ward must consider this a key political task, a measure of the capacity and sense of responsibility of the leader. The city will promptly reward collectives and individuals who have completed excellently; at the same time, review and strictly handle units that are slow, lack determination or allow violations to occur.
Regarding capital management, the Chairman of the City People's Committee requested to be flexible and proactive in allocating and adjusting capital plans, ensuring continuity and stability, not only for 2025 but also creating a solid foundation for 2026 and the entire 2026-2030 period.
For key projects such as Beltway 4 - Capital Region, National Highway 6, National Highway 21, Yen Nghia Pumping Station, departments, branches and localities need to focus on removing obstacles, speeding up construction progress, strengthening dialogue, and mobilizing people to agree to hand over the site.
In particular, the heads of the People's Committees of communes and wards must directly direct and take full responsibility for the progress and results of disbursement in the locality. The city requires the implementation of 8 key groups of solutions proposed by the Department of Finance, including: Making detailed weekly disbursement plans; thoroughly handling existing problems in site clearance; reviewing and adjusting flexible capital plans; promoting the application of technology and digital transformation in public investment management; strengthening administrative discipline and order; increasing coordination efficiency between levels; preparing early the capital plan for 2026; linking the responsibility of the head with actual disbursement results...
Chairman of the City People's Committee Tran Sy Thanh called on the entire political system to promote the highest sense of responsibility, take drastic and effective actions; maximize the role and responsibility of leaders, strengthen close and synchronous coordination between agencies and units; strive to complete the target of disbursing 100% of the public investment capital plan in 2025, creating a strong driving force to promote socio-economic growth, and firmly prepare for 2026 and the new development period 2026-2030.
