Kinhtedothi - Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed and issued Plan No. 20/KH-UBND dated January 20, 2025 on the management and investment in the development of industrial clusters in Hanoi in 2025.
The plan aims to start construction of technical infrastructure for the remaining industrial clusters (ICs) in order to complete the construction of technical infrastructure for 43 ICs established in the period of 2018 - 2020; complete the construction of infrastructure for 30 ICs that started in 2021 - 2024; decide to establish and expand 15-20 ICs; continue to renovate, upgrade and complete the technical infrastructure of ICs operating in Hanoi to meet the requirements of Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government .
By 2025, Hanoi strives for 100% of newly built industrial parks to have wastewater treatment stations that meet national standards or technical regulations; 100% of industrial parks and craft village industrial parks that are already in operation to have wastewater treatment stations that meet national standards or technical regulations.
Regarding implementation: The Department of Industry and Trade is the focal point, coordinating with departments, branches, People's Committees of districts, towns to implement tasks according to the plan, ensuring progress. Supervising the implementation of commitments on progress in completing technical infrastructure construction of operating industrial parks; completing technical infrastructure for industrial parks that have started construction of technical infrastructure; progress in starting construction of remaining industrial parks... Developing inspection plans according to assigned functions and tasks; supervising the implementation of compliance with legal regulations on planning, investment, construction, and land at industrial parks in accordance with legal regulations and approved planning.
The People's Committees of districts, towns and cities with industrial parks shall manage, monitor and handle the compliance with the provisions of the law on planning, land and construction in accordance with the approved regulations and plans. Take the lead and coordinate with relevant departments and branches and direct and urge investors of industrial parks to implement solutions to ensure the progress of starting construction and completing the construction of technical infrastructure of industrial parks according to the issued plan and schedule. Speed up the progress of reviewing, approving and adjusting the detailed planning 1/500 of industrial parks to ensure compliance with the higher-level planning, Standards, Regulations and current regulations of the City; speed up the progress of site clearance to meet the approved progress of starting construction of industrial parks in the area.
Along with that, review and develop a plan to complete the infrastructure inside and outside the industrial park fence under the district-level budget spending task according to decentralization or propose to the City People's Committee to invest in city-level construction items. Take the lead in directing and urging the industrial park investor to coordinate with relevant units to renovate and upgrade the wastewater treatment plant; ensure environmental protection and fire prevention and fighting in the industrial park. Direct the district's specialized departments to focus on prioritizing and shortening the time to handle administrative procedures related to the implementation of industrial parks to ensure progress and the set plan.
Investors of industrial parks must comply with the provisions of law on planning, land, construction, finance, accounting, auditing, statistics, insurance, labor, labor safety, industrial hygiene, environmental protection, fire safety, security and order... Seriously and fully perform their responsibilities in organizing and implementing investment projects to build technical infrastructure of industrial parks according to the provisions of law, establishment decisions, approved detailed plans, ensuring the progress of starting construction and completing technical infrastructure construction according to the prescribed schedule. Develop and approve regulations on management of public services and utilities in industrial parks; prices of common services, prices of wastewater treatment services... Renovate, upgrade, maintain technical infrastructure works of industrial parks. Proactively call for, attract, and receive investment projects in industrial parks on the basis of approved detailed plans and industries.
In addition, the City People's Committee requested to maximize the potential and advantages of developing industrial parks in the city; remove difficulties and obstacles; promote and attract investment in developing industrial park infrastructure according to the Industrial Cluster Development Plan to meet the requirements for developing industrial and handicraft production, and solve environmental pollution problems in craft villages in the city. Organize management, investment, and development of industrial parks in the city in accordance with current legal regulations.
